Study On The Conflict Of Interest And Its Coordination Mechanism In The Rural Land Circulation

Land,as one of the most important production factors,enhancing its efficiency only by the land flow, also only reflecting the nature of land factors by the rational flow. Therefore, the transfer of land is an inevitable trend. However, In the rapid urbanization and industrialization driven background,the phenomenon of the conflicts of interest caused by the land transfer in the rural areas are increasing,brought dangers to the stability of society and the development of Agriculture.Based on the origin and evolution of the rural land circulation, This paper attempts to sum up the Interests subject of the rural land circulation and its patterns, Divided the main interests of the land transfer into four categories: the Country, the collective, the outflow of the land and the land inflow. Concluded that in the current process of rural land transfer, except the conflicts of interest between farmers and farmers, farmers and collective, it also remain conflicts between vested interests and long-term interests. Based on the basic theory and system of current land transfer in our country, Analysis the causes of the conflict of interests in land transfer, And also analysis other countries which land system is relatively mature, like Japan and the United States. Get some help to China’s rural land reform system.This paper argues that to solve the conflict of interests in the rural land circulation, must make efforts in policy design, and puts forward some exploratory suggestions. One is to create a policy environment conducive to the transfer of agricultural land, such as: regulate the transfer process, open the flow of information; Improve the security system, protect the rural land transfer; establish intermediary organizations, improve the service oriented government. Second is coordinated in law: clear land sovereignty, establish the supervision mechanism; establish the residual income distribution mechanism.
