So the people has paid more attention to the development, especially in the eighteenth report of China, we set up the regional coordinated development strategy to a new height, and put forward the general layout of "five in one". But for now, the overall layout of China "five in one" still faced with many problems. Therefore, it is more and more urgent to effectively promote the coordinated development of economy, society, resources and environment. Development of Xinjiang belongs to the typical oasis economy, there are problems of rare annual rainfall, severe desertification, ecologically fragile and a weakness environment bearing capacity, with the huge and fast growing population,over-exploitation in natural resources, the ecological environment of Xinjiang has been severely damaged. So, accelerating the ESRE system(Regional ESRE system is a complex system constituted of economy, society, resource and environment in a particular area) coordinated development of Xinjiang, learning the degree of Xinjiang regional ESRE coordinated development in the whole nation, understanding the future trend of the coordinated development of regional system in Xinjiang and making up countermeasures to promote coordinated development of Xinjiang regional system is very critical.The main purpose of this thesis is taking the regional coordination theory as a guide to make coordinated regional ESRE development evaluation system, putting up operational and proposed targeted policies recommendations to make a healthy, sustained, coordinate development of Xinjiang’s regional ESRE system and providing a scientific basis for building a harmonious society. We are from two angles of time and space to measure of regional coordination development level and comprehensively analysis the situation of the Xinjiang regional ESRE system coordinated development from nation, the overall of Xinjiang, Xinjiang province, and “Bizonal Band" level, then forecast the coordinate development of Xinjiang region ESRE over the next five years.From the analysis in the four levels and the prediction of Xinjiang region ESRE system coordination development, we can draw the following conclusions:1. Compared to Xinjiang and other provinces in 2012, the coordination degree and coordinated development degree of Xinjiang has been in the extreme imbalance, it illustrates that the level of economic development in Xinjiang is very backward, It is necessary to ensure the healthy development of resources and the environment on the basis of efforts to promote economic and social development and progress.2. Xinjiang region ESRE system overall level of coordination development shows a situation of gradually improving, it has been a transformation from the serious imbalance in the economy to mid-level coordination of resources lagging.3. In 14 provinces of Xinjiang regional ESRE system coordinated development status, most areas of coordination degree and coordination development degree is low and in disorder stage, regional differences are significant.4. Xinjiang "Bizonal band" regional system coordination degree and coordinated development degree are not very well, there are large differences among regions, and the average level in the state is on the verge of being disorder, Tianshan Slope Economic Zone belong only barely lagged coordination environment, the rest are in the stage of economic imbalance, social retarded.5. By predicting the level ESRE Coordinated Development of Regional from 2013-2017 of Xinjiang, We learn that the coordinate development of the Xinjiang regional system does not improve but has a slight decline in the next five years, The main reason is that in the next five years, Xinjiang’s environmental system is showing a downward trend, ultimately driving down the level of regional coordinated development of Xinjiang ESRE system.In view of the problems, we put forward the corresponding countermeasures and suggestions: 1.To strengthen regional cooperation and transform the mode of economic growth and promote the development of circular economy; 2. Strengthen investment and undertake industrial transfer on a high point; 3.Vigorously promote urbanization and the development of science, education and career; 4.Set up accounting system of resources and environment; 5.Implementating ecological compensation mechanism, guiding green consumption, promoting green production; 6.Give full play to the regional comparative advantages, effectively control the gap in development among regions; 7.Actively carry out the work of their counterparts in Yuanjiang.All in all, according to different regions of different problems to put forward the corresponding countermeasures and suggestions, we should enhance the economic, social, and environmental resources on the basis of Xinjiang region to achieve balanced and sustainable development ESRE system in Xinjiang. |
