Study On The Human Resources Support System For The Regional Innovation Of Qinghai Province

The 18 th National Party Congress has put forward the regional innovation drive strategy while human resources are critical to innovation. The “12th Five-year” Program and “Two new” objectives and “Three Regional” strategies have all clearly pointed out building regional innovation mechanism, building the new Qinghai and internal and external environment all require Qinghai province to attach great importance to the supportive role of human resource in regional innovation. It is an urgent task to improve the human resources support system for the regional innovation of Qinghai province.On the basis of relevant theoretical research, this paper has analyzed the internal relations between regional innovation and human resources and the current status of regional innovation and human resources of Qinghai province constructed the human resources support evaluation system for regional innovation in Qinghai province based on this. Through exploratory factor analysis, the paper has got four public factors: innovation p latform, innovation environment, industry human resource and technical support and the comprehensive scoring has been carried out on the four public factors and the conclusion is as follows: technical support factor decides strong of weak support of human resources of Qinghai province on regional innovation; technical support factor of Qinghai province is constrained by the innovation environment factory; industry human resources support factor will be the most critical factor to influence the human resourc es support ability of Qinghai province; the innovation platform support factor of Qinghai province lacks adequate momentum for growth and the innovation environment support factor functions have not been given fully play.Based on the analysis result and through the real survey on the relevant industry gardens of Qinghai province, the paper has put forward countermeasures and suggestions from four aspects of innovation platform, innovation environment, industry human resources and technical support, which will inevitably contribute to the improvement of the regional innovation ability of Qinghai province and realizing sustainable economic development.
