Global warming has become a major challenge for the humanity in the21st century. It was predicted in the IPCC Fourth Assessment Report that the average global temperature from now on will continue to rise2to4degrees until2080. That will certainly bring some serious threats to the human. In essence, global warming is due to the activities of human beings. Especially when the fossil fuels, such as coal, oil and natural gas, are consumed, there will be large amounts of carbon dioxide causing such a problem. Therefore, the concept of low-carbon development has become a hot topic in the world today. Essentially, the low-carbon development is a profound revolution of human values, the way of life as well as the mode of production. Besides, it is also an important direction for the development of future economy and society. What’s more, it is already a major issue relating to the sustainable development for human.Obviously, it is significant to create a good evaluation indictor system of regional low-carbon development. First, it can lead to the specific direction of low-carbon development in future. Second, it can provide ideas for regional economic and social development. Third, it can make us know the level of low-carbon development in a certain region objectively. Fourth, it also can effectively promote the government management innovation.This essay learns the regular methods of building an evaluation index system and also describes the critical features of the evaluation indictor system for regional low-carbon development. After that, it analyzes in depth for five priority areas in the process of regional low-carbon development, based on the related theory. Meanwhile, it refers to the National Twelfth Five-year Plan as well as the Provincial Greenhouse Gas Inventory Guidelines, and sets up an evaluation indictor system for regional low-carbon development from the four aspects of economic development, population, resources and environment, carbon dioxide emissions and low-carbon society.
