In knowledge economy ages, human resource has become the most decisive innovative resource of instead of natural resources. All the innovative activities of knowledge economy must be laid under the conditions of human's innovative thoughts, consciousness, principles and methods. Basically speaking, the competition of knowledge economy is that of human resource. Under the new situation that our country advocates self-innovation and faced with historical opportunity of revitalizing the old industrial base in northeast region, Heilongjiang must lay great stress on the cultivating and using of human resource, in order to accelerate the economic construction and development in this region, improve the self-innovation ability, and establish a innovation province. Therefore, establishing a set of human resource support system aiming at promoting the cultivation and spurring up the activity and creativity of human resource is the present task for Heilongjiang.First of all, this paper analyzes the relative theories development and research trends on regional innovation, human resource and knowledge management home and abroad comprehensively. On the basis of the analysis on the position and effect of regional innovation system and human resource, the paper systematically analyzes the elements and functions of human resource support system of regional innovation, and concludes the main nations'human resource policies and measures of promoting innovation. Then, the paper analyzes deeply the present condition of regional innovation and human resource in Heilongjiang province by using the thought and method of systematic analysis, and combined with the need of human resource in Heilongjiang regional innovation, the paper brings forwards the whole framework for human resource support system based on the analysis of structure of human resource support system. According to the framework, the paper sets up the evaluating indicators system of human resource support system, and assesses the system of Heilongjiang regional innovation by fuzzy comprehensive evaluation method, and analyzes the results further. Finally, the paper brings up tactics to perfect the human resource support system of Heilongjiang regional innovation, in accordance with the assessment results and the present situation of the province. The purpose of the paper is to offer the theory reference and tactic support for speeding up the human resource development, maintaining the human resource advantage for Heilongjiang.
