Abstract/Summary:
Industrial transferring is a favorable tool to promote the development of regional economy, and it is also a strategic choice to make the Double Win between two parties. Chenzhou City, as the first batch of national processing trade gradient transfer highland and the pilot zones undertaking industrial transferring in Hunan Province identified by the National Ministry of Commerce, with adjacent to the Yangtze River Delta’s geographical advantages and its own advantages of the labor resources, will now starts to take a large quantities of industrial transfer trade in eastern China. To speed up the construction and development of the economy, the local government now improves the ability to strengthen its own industrial business, which is essential to attach great importance to the cultivation and public human resources. Therefore, the study of the support of human resources in the industrial transfer has a great practical significance for developing a reasonable regional industrial policy and promoting industrial transferring business in Chenzhou city.In this paper, the system has combed the domestic and international industrial transfer, human resources and other related theories based on the present conditions of human resources in Chenzhou City were analyzed, explores the existing problems, needs analysis proposed from the macro, meso and micro-three levels of government, industry and enterprises build Chenzhou City to undertake industrial transfer of human resource support system strategy is proposed. This paper is divided into 6 chapters. Among them, Chapter 1 is the brief introduction while Chapter 2 is the overview of related theories and methods. Chapter 3 discussed the industrial transfer of public human resources on present situation in Chenzhou City. In Chapter 4, the industrial transfer of public human resources still needs further research and analysis. Chapter 5 is mainly about the industrial transfer in public human resource support system construction countermeasure train of thought. The last chapter are conclusion and prospect.Human resources in the industrial transfer plays an important role, which determines the transfer of industry in both depth and breadth. The construction to attract talent people, as well as strengthen talent cultivation and improve the ability to create value of human resource support system have become the keys to promote the industrial transferring. Based on the current situation, there are suggestions put forward to undertake industrial transfer of human resources development, that is to emancipating the mind, innovation and adaptation to industrial transferring. The concept of human resource development, as well as scientific plannings, or a clear direction, education development and construction to undertake industrial transfer of human resources system are also need to be strengthen even reformed. Moreover, the establishment of undertaking industrial transfer of human resources development needs to adapt to the mechanism, along with the acceleration of urbanization and tamp to undertake industrial transfer the foundations of human resource development.
