While the domestic housing estate is rocketing, Xi’an, as a central city in western areas, its housing estate is prospering with each passing day. Housing market is integral to housing estate. Its growth not only involves the city’s social and economic issues, but also essential livelihood issues which touch upon people’s daily life. Therefore it is significant to study the development of housing market in Xi’an.Based on the situation at home and abroad and the theories about the housing market, this paper offers a overall analysis of housing market’s development in Xi’an. It establishes a index evaluation system of housing market about potential for development, makes use of the time and sequence multi-index evaluation method, and mainly assesses the potential for housing market’s development in nine districts of Xi’an. The nine districts are Xincheng District, Beilin District, Lianhu district, Baqiao District, Weiyang District, Yanta District, Yanliang District, Lintong District, Chang’an District. From above, we can get the conclusion as follows:(1)The paper implements the principle of uniformity, scientific guidance, and operability, analyzes the influencing factor of housing market’s development, sets up the evaluation index system of housing market about potential for development;(2)Using the method of timing multiple attribute evaluation to assess the residence market development potential. The sorting of the nine regions is Yanta District, Weiyang District, Beilin District, Lianhu District, Xincheng District, Chang’an District, Baqiao District, Yanliang District, Lintong District. By the way of clustering analysis, they are divided into the four levels, the first level is Yanta District, Weiyang District, Beilin District and Lianhu District is the second level. Xincheng District, Chang’an District, Baqiao District, belong to the third level, Yanliang District and Lintong District is fourth level; Theories indicate that the potential for the development of housing market is associated with location factor, economic development, population size, and people’s living standards. In order to promote the sustainable and health development of housing market, we should take the following measures. First, regulate the price of commercial residential building. Second, improve the per-capita disposable income. Last, contribute to the rapid economic growth;(3)Therefore, we could give some advice on this issue. For example, we can implement the staged tax policy, so as to activate the market of second-hand house. Or, we could improve the housing supply structure, determine the housing price reasonably, and deepen the system of the affordable house.
