With the process of population aging, pension real estate gradually attracted people’s attention. Many cities are actively trying to develop real estate pension, but some cities do not conduct a comprehensive and scientific evaluation and analysis, about the development sustainability of pension real estate. By evaluating it can correctly recognize the power strategy and of a city to develop pension real estate.First of all, this paper describes the research status on development potential of pension real estate. It sums up the shortcomings and deficiencies of the prior studies, and makes a brief description about the status of the pension real estate at home and abroad. Then it analyzes the current development situation of pension real estate in Harbin. It analyzes the development environment of Harbin’s pension real estate from aspects of political, economic, social and technical. Combined with questionnaires about demand of pension real estate, this paper analyzes the pension estate needs from three factors that the population, the desire to buy and the purchasing power. It summarizes the consumers’ features in Harbin, and constructs assessment model of the development potential of pension real estate.To select evaluation methods, this paper summarizes the existing comprehensive evaluation method. Confined to characteristics of development potential of real pension estate, the paper selects Rough Comprehensive evaluation model. It is can be a good solution to the default of index value. To evaluate the development potential of pension real estate in Harbin, this paper selects five cities(Beijing, Shanghai, Guangzhou, Nanjing, Hangzhou) which develop pension real estate earlier and four cities(Changchun, Wuhan, Chongqing, Zhengzhou) which develop pension real estate later. These nine cities are divided into two groups to be compared with Harbin.Finally, this paper analyzes the causes of the development potential of pension real estate in Harbin at the present stage. Combined with demand analysis of pension real estate in Harbin hereinbefore, this paper gives advices from two areas that government develops pension real estate and enterprises construct pension real estate. Results: The government should actively promote different kinds of development model, give more policy support to pension real estate, effort to create a favorable environment for the development of pension real estate and strengthen the publicity of pension real estate; Development enterprises should develop projects both to sell and lease, combined with the entertainment and cultural industries, and meet the actual local needs.
