Our country has many people , little land and lack of farming reserve resource. But a long time, the management of our country's urban constructive land is extensive, and utilization intensity of the land is small, the efficiency is low. With the process of urbanization and industrialization speeds up, the economical development and population's growth will need the massive constructive land. Only depending on the additional land for construction to develop urban is impossible. Hence the evaluation of potential about land for construction research is necessary to promote the city to expand from extensive expansion to extensive expansion and connotation of tapping potential to develop. Especially aims at interior potential of constructive land to carry on the appraisal, excavates interior potential of constructive land, thus raises the land-use capability.This article uses the method of unifying tradition and modern to evaluate constructive land potential. The potential of constructive land divides into the internal potential and the exterior potential. Internal potential is calculated according to the per capita quota ideal method to determine the value of land for constructive purposes, then the ideal value and the actual value's differential value is the potential. External potential uses of GIS technology spatial analysis functions to estimate. The following formula: [exterior potential] = [region total area] - [construction land area] - [basic farmland area] - [high altitude and slope land] - [waters area].The research obtains:①Interior potential total quantity of city residential area land in Liaoyang is 16340.81 hectares, and the city's land potential is 220.70 hectares, the potential countryside residential area land is 16120.11 hectares. Residential area land's interior potential of Liaoyang county and Dengta city is larger, respectively is 7815.77 and 7464.32 hectares.②The total quantity of interior potential about industry and mining land of the Liaoyang is 5176.33 hectares. The potential of Dengta city and Gong Changling is larger, respectively 2681.33 hectares and 1425.70.③The total of external potential of constructive land in Liaoyang city is 47874.25 hectares. And the potential of Liaoyang county and Dengta city is bigger, respectively is 22966.15 hectares and 16643.74 hectares.This article has studied total quantity and the distribution condition of the constructive land potential in Liaoyang. The land utilization should be mainly to tap the potential from now on, the extensive expand as auxiliary, walks saving the intensive path.
