The Research On Development Potential Comparative Evaluation Of SMEs Clusters In Hebei

In recent years, small and medium enterprises cluster developed rapidly in our country,and they have become an important support for the national economy, playing a great rolein the national economy, and becoming an indispensable force in the market economy. Butin our country, the small and medium-sized enterprises cluster have a late beginning, lowindustry level, slow initial development, Insufficient technology content, short life cycle,and difficult financing, which leads to the Inadequate development potential of small andmedium-sized enterprises cluster in our country, and seriously hindered the development ofsmall and medium sized enterprise clusters in our country. Therefore, proceeding from thecharacteristics of small and medium-sized enterprise cluster, this paper analyses thespecific problems, find out various influence factors of development potential, design thedevelopment potential evaluation index system and model construction of small andmedium enterprises cluster, evaluate SMEs cluster development potential comprehensively,and tries to put forward effective countermeasures of SMEs cluster development.First of all, this paper defines the concept of small and medium-sized enterprisescluster clearly, analyses their characteristics and types, and sorts out the connotation andcharacteristics of cluster development potential based on domestic and foreign research;secondly, on the basis of the principle of design, this paper designed the evaluation indexsystem of the development potential small and medium enterprises cluster, and constructedthe evaluation model, in which the index was analyzed by analytic hierarchy process andgrey comprehensive evaluation method; afterwards, this paper summarizes five mainindexes influencing factors from the cluster development potential: cluster developmentscale, environment of cluster development, cluster innovation ability, market competitionability of cluster and cluster culture quality. Among them, the cluster development scaleindex includes cluster number, cluster number in small and medium-sized enterprises,number of employees, total assets, total productivity, cluster development environmentindex includes area GDP, financial institutions number, service platform number, clusterinnovation ability refers to the marked R&D staff accounted for cluster staff ratio, R&Dinput intensity, patent application authorization, the transformation rate of scientificachievements, the cluster competition ability refers to sales profit rate, sales growth,industry leading domestic market share in proportion of that over5%, the cluster culture quality refers to the marked tissue construction, enterprise value, employee recognition.Finally, taking Hebei Province as an example, selecting eleven provinces and cities,we evaluate and compare the development potential of small and medium-sized enterprisescluster in Hebei Province, then concluded that the cluster of small and medium enterprisesin Hebei province has shortcomings on all sides, and put forward the countermeasures andsuggestions.
