For a long time, the problem of the public service facilities and land use intensity problems are widespread in urban construction activities, main show is: first, in the process of urban construction, land use intensity is frequently breached, it has sparked the science widely questioned for the determination of land use intensity, Second, a large number of "study hard" exist in the city proper, difficult to make the "doctor" to become the important factors influencing the residents’ normal life, these have become the center of the city, the public interest is difficult to maintain. Check, the root causes of these problems lies in the city and urban total bearing capacity is not harmonious, need to be considered in the planning, and urban planning system in our country, the control rules as a structure connecting ecosystem and individuals in the middle of the stage, is to determine the intensity of land use and safeguard the key stage of the public service facilities, therefore, in the control stage research of public service facilities and land use intensity become imperative. Especially in the current hierarchical gauge knitting technology has become the regulatory detailed planning of the mainstream technology, makes the study has the better technology platform.This article is based on "total constraint, hierarchical control, partition balance" of hierarchical control rules technology platform, the public service facilities in the area of city building capacity of land use intensity constraint function study, trying to clarify regulatory phase capacity and public service facilities, city construction of the total supply and demand, revealing the public service facilities capacity as "supplier" of land use intensity constraint function, establish corresponding quantitative evaluation system method, and to treasure horse camp area control rules as an example, using empirical analysis methods, verify the results of the study, and further perfect the hierarchical control rules establishment technique.First of all, this paper collected the existing regulatory phase capacity of public service facilities and land use intensity of related research, find the direction of research and the key to solve the problem, lay theoretical basis for writing the text. Second, through the introduction of "supply and demand" in economics and mechanism research methods, reveals the public service facilities in layered regulatory capacity constraint mechanism of land use intensity, establish theoretical framework for this study. Third, on the basis of constraint mechanism, constructing the public service facilities capacity evaluation system, and to the connotation of land use intensity of land use intensity of quantitative model, to form the research method of quantitative evaluation system. Fourth, through the baoji horse camp area control rules compiled by the case analysis, validate the mechanism and the quantitative evaluation method, its application in the actual planning and implementation.
