The Interactive relationship between urban land and transportation, is one of the many far-reaching implications of urban development studies. The rational use of urban land, could effectively promote a virtuous circle of urban transportation, and making it orderly. Meanwhile, the smooth running of traffic could do a favor to a city that will dig deeper value of urban land. In the long run, the influences from the interaction between the two factors on urban socio-economic, cultural, security and so on, are directly or indirectly affected. Based on this premise, together with the truth the traffic source is determined by the scale of traffic the land development intensity, which means the generation of “flow” on the road network is the evolution of “source”, therefore this paper makes a detailed analysis on the relationship between the urban land development intensity and road network capacity. With help of previous research results, the paper makes a combination of two dimensions, which are the urban land development intensity and road network capacity. And quantitatively manifesting both in a mathematical expressions. Finally, applying this method to an actual case with the help of this established model equation, from which approaches a desired conclusion.First of all, Based on the existing researches internally and externally, this paper starts from the angle of urban land use, and analyzes the characteristics of urban land and land use. Then presenting the contents of the first dimension: the urban land development intensity. And making analyses of the meaning and characteristics of land development intensity, as well as making a description and analysis of the key indicators of the land development intensity, which are floor area ratio, building density, ratio of green space, and open rate. Meanwhile, according to the description of urban road network capacity, and the analysis of the layouts and structures of road network, proposing another dimension: the road network capacity. With the help of Greenshields classical traffic flow theory, the BPR functions theory, and the spatiotemporal consumption theory, this content finishes the quantitative explanation of the road network. Then, based on the qualitative analysis of the interaction of city land development intensity and network capacity, together with the investigation data, this content picks floor area ratio from the four indicators as the critical indicator of the land development intensity, which is the focus of this dimension. Simultaneous road network capacity dimension which is expressed by spatiotemporal consumption theory, obtaining the quantitative analysis model between the two dimensions. As for the established model is an NP-hard(non-deterministic polynomial) problem, this paper solves which with the Ant Colony Optimization theory using MATLAB eventually. Applying the model to the actual relationship between land development intensity and road network capacity in the core area of Xi’an high-tech zone. On the basis of the investigation data, showing an excellent feature of this model which could make an accurate analysis on the level of land development intensity.
