In the 21st century, with the economic globalization and the popularity of social information, outsourcing has become a trend in the global business conducted.As an important branch of service outsourcing, public service outsourcing is an important part of the national service market, which refers to the government to let professional non-profit organizations and departments in the form of contracts to undertake the production of public services, aiming to curb the size of government, saving government spending while improving the quality and efficiency of public services.However, the signing of a contract doesn’t mean successful outsourcing, the actual experiences of Western countries tell us that due to unhealthy competition problems that exist in the outsourcing process, social equity imbalance, corruption, etc., may cause a variety of outsourcing risks. With the deepening of reform and opening up, China’s market economy and policy environment maturing, content outsourcing of public services has been involved in many other areas. Therefore, while continuing to service outsourcing, we want to summarize the past experience of failure, risk factors and causes of system analysis type of outsourcing public services exist, and the actual situation of China’s environment for building public service outsourcing operation mechanism, which is an important aspect of public service outsourcing development.In this paper, based on the theory and methods of traditional risk management, we do research along the road that the first analysis and risk identification, risk assessment and then, finally risk control. At the beginning, this article introduces the theory and knowledge of public service outsourcing, and then based on agency theory that helps to analysis three risk factors existing in the progress of public service outsourcing, that is decision risk, asymmetric information risk and risk management. Then we use the fuzzy comprehensive evaluation method to assess the risk of outsourcing, and the significant degree of sorting was involved in the evaluation process. Finally, we propose appropriate risk control strategy in sort of the three major risk factors, which is policy evaluation system, multi-sourcing and outsourcing reasonable outsourcers, effective implementation of incentive mechanism and relationship management strategy, which finally provides a reliable basis for government to select reasonable contractors.
