With the increasingly fierce market competition and the complexity and uncertainty of business environment ,enterprises are forced to compete with rivals by using fast, high-quality, low cost and perfect services . So the enterprises must be committed to their specialized business and outsource the business which is not good at ."Outsourcing" as a strategy which will improve the core competitiveness and reduce operating costs of the business, has been extended to many aspects related to the enterprise production and management .Human resource management outsourcing has emerged with the promotion of major changes of business such as organization reconstruction, recycling processes and so on . Human resources department can put some business services and basic work to outsourcing services provider and focus on the core business closely linked to strategic planning of the company in order to changing their functions. In China,Human resource management outsourcing is still in its initial stage.Although the pace of development is very fast, there are many problems which has exposed in the course of its operation. Lacking of the prevention against to the risk of human resource management outsourcing is a very prominent one in those problems.On the basis of reviewing the relevant literature of human resource management outsourcing ,first I analysis the connotation of human resource management outsourcing and give an introduction of relevent theories in the aspects of definition, causes, contents and the advantages and so on ;and then I introduct some theoretical studies and practical aspects of the status at home and abroad on human resource management using a lot of data and examples to illustrate the problems ;and then I pointe out the sources of risk and the necessity of risk study from the external environment, enterprises and outsourcing service providers in detail on the human resource management outsourcing;and the next is the applications of fuzzy comprehensive evaluation which provide the laws for business decision-makers whether to choose outsourcing and reduce the risk of outsourcing; at last I give some measures with the order of before the outsourcing, in the process of outsourcing and after the outsourcing and analyse that with many cases .The sources of human resource outsourcing risks and the outsourcing service providers which are evaluated have fuzzy factors, the paper has overcome the limitations of traditional evaluation methods in the application of fuzzy comprehensive evaluation and has achieve very satisfactory results.
