There are many papers focusing on China’s and Netherlands’ flower product but research on the comparison of the two countries’ flower product is rare. And there isn’t a mature theoretical framework about how to make comparison of international competitiveness of flower product. Although both China and Netherlands are world’s flower power but their flower industry are in different stages.China is an emerging flower power yet Netherlands is a traditional flower power.Thus, making a comparison between China and Netherlands and analyze the acting factors means a lot to enhance China’s flower product’s international competitiveness. The production and export volume of China’s and Netherlands’ flower product keeps increasing these years. China is the largest flower growing base in the world with a huge development potential in the future. Netherlands is world’s first flower power, its flower production and export volume ranks first among all the countries but stay in a mature stage its flower industry has limited expansion space.By calculating MS index, RCA index, TC index, CA index, EN index, L index this paper makes a comparison of flower product’s international competitiveness between China and Netherl and. And find out that the overall international competitiveness power of Netherlands is stronger than that of China’s but the competitiveness gap between these two countries is reducing.By calculating the two major direct factors average price and QC index it is discovered that China’s flower product has price advantage and rarely cheap price is important to improve China’s flower product’s, international competitiveness. On the contrary, Netherlands’flower product is relatively expensive and stable quality is what it depends on. Using Porter theory as a guide this dissertation establish a flower product international competitiveness index system. Principal regression method is used to sequence the index according to its important level. The results show that related support industries, demand conditions are the two major factors that enhance china’s competitiveness power while science and technology, demand conditions are the most important factors to Netherlands. A panel data is established to estimate the effect of external market. The econometric results show that external demand has a positive effect to enhance both countries’ flower product’s international competitiveness.According to the above results this article concludes the strength and weakness of China’s flower product and gives proposal from three aspects. Government should increase investment in flower related science and technology, give flower enterprises financial support, rationally plan industry layout and full play industrial cluster effect, improve relevant laws and regulations, and enhance the protection of new varieties of flowers, support flower exports and diversify international markets. Industry Association should full play its service function include establish flower quality monitoring system, improve flower quality testing standards, build information-sharing platform to provide professional advice for florists, propaganda flower culture and foster customers. Flower business should introduce technical personnel, and improve product qua lity and manage business in a professional way.
