Enterprise innovation is mainly realized through the development of high-tech industry. The high degree of privatization and marketization, as well as the active regional innovation network, is a great promotion to the regional innovation capacity. Therefore, researches on Chinese industrial enterprises’ innovation,especially those on the innovation of high tech enterprises, has become the focus of scholars in different fields.To begin with, the study summarized the relevant theories of high-tech, innovation and the innovation performance of high-tech industry. Then we analyzed the effect factors over innovation performance of regional high-tech industry from the internal aspect as well as the external one. On this basis, we established an evaluation model and gave a brief introduction to the general situation of China’s 2009-2013 high-tech industry from several aspects:the main indicators of production and operation, the registration type、the development status of different high technology industry types and size, as well as the funds and related activities of Research and Development (R&D). On the empirical analysis, firstly, we calculated the value of China’s innovation performance in 2012 with DEA model and provided an in-depth analysis of it. Secondly, we analyzed the innovation performance of 8 DEA effective regional for China’s high technology industry in 2012 with the model of maximizing deviation. At last, according to the results of the empirical analysis, we put forward corresponding countermeasures and suggestions from several aspects which include strengthening the conversion of scientific and technological achievements, finding the learning paradigms for invalid regional, highlighting prominent regional advantages, intensifying funding support, formulating industry guidance directory and accelerating the construction of science and technology intermediary service system.
