High-tech industry,with high intelligence and knowledge intensive features,is the core and pillar industry that rely on scientific and technological innovation to the development of the industry.Its growth is based on most forefront technology innovation achievement,which is one of the important factors weighing national or regional economic strength and the level of foreign competition.The development of the industry has become the main strategy event that a lot of countries adopt the innovation strategy.Various countries and regions attached great importance to the innovation development of High-tech industry,so adjusting and increasing innovation of manpower and material resources.Many efforts of the increase in pace of R&D investment and improvement of industrial innovation environment have not brought growth in the output results because of Chinese national conditions of weak economic base and low level of technology.There are repeated construction and unclear layout of industry during the process of development of High-tech industry.Innovation should be placed in the core position of the development of High-tech industry to obtain a more sustained and healthy growth of it in the case of limited resources for industrial development and the development cycle is limited.The 18 th National Congress of the Party proposed to implement Innovation-driven development,emphasizing that technological innovation is the strategic support to improve the social productive forces and overall national strength.High-tech industry is one of the key driving foot of innovation-driven,and innovation-driven needs to be realized with High-tech industry.More attention should be paid to promotion of innovation-driven performance level of High-tech industry while we focus the function of innovation-driven in the process of industry's development.This paper studies on Chineseregional innovation-driven performance of High-tech industry,which holds ineffable practical significance for putting forward suggestions to regional High-tech innovation development for future.In order to consider the role of innovation in the development of regional High-tech industry,research the fluctuation of regional innovation-driven performance differences,and analyze the impact of innovation in many index factors in the development of High-tech industry,this paper defines regional innovation-driven performance of High-tech industry on the basis of the characteristic of High-tech industry and connotation ofinnovation-driven,and constructsinnovation-driven performance evaluation index system of High-tech industry from the aspects of innovation input of human resources,innovation input of material resources,economic output,non-economic output and innovation support environment.An empirical analysis is made to study the level of regional innovation-driven performance of high-tech industry using the Entropy method and TOPSIS Matter-element Model combined with development data of Chinese 26 provinces and autonomous regions in 2010-2014,to find the existingvariation trends of innovation and development problems of Chineseregional High-tech industry.There are conclusions through empirical research: performance score of the eastern regions generally higher than the Midwest region's,economic output and innovation resources input influenceinnovation-driven performance of High-tech industry,the development of regional high-tech industry exists imbalance situation,innovation ability of ChineseHigh-tech industry overall has a low trend.Finally,according to the performance analysis,it puts forward substantive suggestions that promote the development of high-tech industry in China.
