Based on the basic theory of circular economy and the economy, social and ecological environment status of Beijing, the macroscopic evaluation index system and the circular degree evaluation index system of regional circular economy are built, respectively from the generalized and the narrow dimension. By SPSS linear analysis, the paper filters out duplicate indexes and obtains the final index systems, a macroscopic evaluation index system which contains 4 system layers,12 criteria layers, 31 specific indexs, and a circular degree evaluation index system which contains 5 criteria layers and 31 specific indexs. Applies the Delphi-AHP method to formulate the weights model and the scoring criteria system of each index, and the automatic calculation model of macroscopic evaluation is built via excle programing method, so as the automatic calculation Weights Mean Evaluation Model (Auto-WDSE, based on the Log Mean Divisia Index method) for circular degree evaluation, which aims on the regional circular economy evaluation of Beijing.The result shows that:since 2008, Beijing’s regional circular economy development level is macroscopiclly stable and mature, but the adverse ecological environment has become a key factor restricting its further development. Since 2006, the circular degree of Beijing’s regional circular economy shows a good upward trend, in which the highly optimized industrial structure play a incentive role. However, the inefficient recycling rate do a deterrent effect on it, and a apparent decline emerges from its level curve in 2009, because of the inadequate control of pollutants emissions. The decline of the reduction level is caused mainly due to the inadequate control of COD and SO2 emissions after 2008, which also has negative impact on the ecological environment. Energy saving and environmental protection industry accounting for less than 0.6%, forms the energy shortage and bottleneck in the way of ecological industry development. In addition, some indexs such as mineral resources recycling, green consumption, etc., do not have a comprehensive data support, resulting in limitations of the evaluation results.From now on, the relevant government departments shuld actively increase the investment on environmental protection and ecological governance, guide and support the development of such industries, make every effort to control the emission of main pollution, vigorously promote the construction of recycling facilities to cover a lager area, and passionately improve the statistical reporting system of the missing-data indexes in circular economy evaluation index system, so as to ensure the sustainable development of Beijing’s regional circular economy.
