With the rapid economic development,resource shortage and environmental pollution issues are concerned all over the world.Circular economy as a sustainable economic development is based on "3R" principle,which not only saves resources,but also protects the environment.Although China’s circular economy development started late,it has made outstanding achievements.The evaluation index system of circular economy is an effective means to quantitatively assess the regional circular economy development.The index systems at the national,provincial and city levels are investigated in China.However,they still need to constantly improve from the comprehensive,scientific and operability aspects.Based on the domestic and foreign research,this work constructs the evaluation index system of regional circular economy by using material flow analysis method and national "evaluation index system of circular economy development"(2017 edition).According to the characteristics of the material flow analysis method,the index system is divided into four layers: the material input layer,the material consumption layer,the material output layer and the material utilization efficiency and intensity layer.It contains 24 indicators,and strives to achieve comprehensive analysis of the material in its whole life.Besides,the indicators are divided into resources and environment security indicators and the environmental security indicators reflect the significance of the circular economy.This work takes Shandong province as the case study.The index systems are investigated for Shandong province from 2005 to 2014.Besides,based on the material flow model framework of Japan,the material flows in Shandong province in 2005,2009 and 2014 are analyzed.Through the analysis of the material flow in Shandong province in 2005,2009 and 2014,it can be concluded that the material input is increasing year by year,but it has obtained some achievements in the comprehensive utilization of solid waste.Through the accounting of circular economy indicators from 2005 to 2014,it is foundthat:(1)In terms of material input,the total amount of material input and material demand from 2005 to 2014 is on the rise,especially for the imported energy and metal material.(2)In terms of material consumption,the total material consumption showed a clear upward trend,which was consistent with the trend of material input.(3)In the aspect of material output,the total output of material in 2005 and 2014 is increasing,but the discharge of solid waste and industrial waste water discharge show a positive trend.And the energy export volume,COD and ammonia emissions increasing is an important factor to the growth of total material output.(4)In terms of material efficiency,the output rate of resources showed a trend of increasing year by year.The water resources output rate increased from 88.45 yuan / ton in 2005 to 103.30 yuan / ton in 2014,with an average annual growth rate of 1.78 %.The average output rate of natural resources is declining,with an average annual decline of 7.89 %.Per capita material consumption and per capita waste discharge show a growth trend,the growth rate of material consumption and the growth rate of waste emission are faster than the growth of population.In general,the material consumption rate faster than economic growth rate in shandong province,and resources and resource consumption is larger.The environmental security indexes are improved,but there are still serious environmental safety problems.Therefore,resource security and environmental security is still a focus in the economic development.
