Regional Circular Economy Evaluation Method Based On Process-Effect And The Empirical Analysis

The evaluation of circular economy is an important content of circular economy theory research. Building a comprehensive and scientific regional circular economy evaluation system has an important theoretical and practical guiding significance. This paper integrates qualitative and quantitative researches for dynamic and static analyses, examines multiple disciplines theories and empirical researches.The first part is theoretical study. First, the research situation of circular economy evaluation at home and abroad and the basic theory of circular economy are systematically reviewed in details. Second, this part defines the concept, connotation and characteristics of circular economy. Third, this part constructs the framework of regional circular economy evaluation index system based on process-effect principle, which includes target level, criterion level, subsidiary level and index level. Target level is the regional circular economy development level. Criterion level includes two aspects of process and effect. Process includes three elements of material input, material output and material circulation. Effect includes two elements of resource efficiency and economic benefit. Subsidiary level involves five factors of material inputs, material circulation, material output, resource efficiency and economic benefit. Fourth, following the principle of authority, comparability, simplicity, overall, dynamic and open, this part screens the basic indicators by frequency analysis and independent analysis and builds the circular economy evaluation model and method.The second part of this article investigates empirical analyses. Drawing on the overall evaluation of circular economy development, the framework of regional circular economy evaluation index system, with a selection of28indicators, is applied to circular economy development from2000to2011in China. The development of circular economy is tested by three processes:preliminary formation stage, rapid development stage and comprehensively promote stage of scale. Analyzing the dominant factors in different phases is complemented by a regional difference analysis of the circular economy development. Regional difference analysis adopts15indicators from the framework of regional circular economy evaluation index system. To provincial as the basic unit, using factor analysis and cluster analysis, regional difference analysis evaluates and analyses the regional characteristics of circular economy development in our country and preliminarily determines the scheme for dividing the types of circular economy:strong cycle type, medium cycle type and weak cycle type. Analyzing the regional difference and the dominant factors from two aspects of process and effect is complemented.The results show that the framework of regional circular economy evaluation index system, based on the basic properties of circular economy and process-effect principle, has great innovation on methodology. It can promote the development of circular economy as an important tool of its evaluation and management.
