Research On The Post Evaluation Of The Construction Project Of The Rural Informatization

"Nowadays, all are being the projects, all will become the project as well." With the global changes in the market, it tends to be changing all kinds of project organization management mode, project management has gradually become a general management technology applied in all fields of national economy and all kinds of organizations. Investment project(also known as the project or project management) is one of the most important application fields of project management, post project evaluation is a part of the project life cycle, which is an indispensable section of the investment project management. Project post evaluation is helpful to the scientific evaluation of the completed project, improve the project investment benefit and management level, the performance of investment supervision, conclude the experience and lessons for the project construction in the future and also enhance the level of decision-making in projects and management.Today, there is an increasing trend that project post evaluation has been widely used wherever in the developed countries or in the developing countries.With the revolution of telecommunication and the opening marketing environment, there has been in a situation of tripartite confrontation of the three operators, leading the whole telecommunication industry into a era of full-service operation.The operators constructed a great number of investing management projects in order to maintain the long-term competitive edge in the intense market environment,devoted to transform the pattern of the project management of telecommunication industry in to a refined and scientific corporation marketing management.The thesis concentrates on the evaluation of communication corporations after the projects. It reviews the history of post project evaluation, relevant methods, elaborated the principle of project post evaluation and relevant index system and process; detailed analysis on the telecommunication enterprise investment projects based on the relevant theory of project post evaluation has been made.Based on theoretical analysis, empirical research on China Mobile’s XX Guangdong branch of rural informatization pilot the village of 4+N projects.And the evaluation index system of the project has been established with combining the methods of comparative analysis and the success degree analysis, carries on the analysis appraisal to the project from the target, process, benefits, influence, sustainability and other sides. Based on the analysis, a comprehensive evaluation of the certain Mobile rural informatization construction project conclusion has been made.The research studied the reasons of the problem and presented the corresponding measures and also proposed the suggestions to be improved and develop. By the post project evaluation done on the project, the thesis hopes to provide a reference for project decisions,enhancing and completing the methods.
