| With the publication of the First Round Reorganization of the Telecommunication Operators, Chinese telecommunication industry entered into a new era: three telecom corporations, China Mobile, China Unicom and China Netcom, co-existing. Mobile telecommunication service has become a industry with heated competition. In order to attract and reserve customers, the operators have practiced plenty of preferential and marketing policies and invested a lot in network construction to serve the customers better. In such circumstances, the quality and effect of network construction will directly affect the quality and serving capacity of the mobile telecommunication network. So as to achieve the best effect, the operators not only made a great effort to estimate the project and make the plan before the its practice but also conducted the study and execution of the evaluation on after-project work. The evaluation on the after-project work is significant in management field for its combination of corporative decision and financial management. It is important for corporations to improve decision-making level, lessen the faults in decision-making and improve the benefits in investment. Until the present, however, the after-project evaluation in telecommunication corporations has only focused on the overall evaluation on the whole-year investing project. As for the post-evaluation on the subproject, for instance the base construction project, the amount has not been enough, the methods have not effective, and the results have not reached the requirement.Basing on the post-evaluation on the Bastion Transceiver Station construction project, this author analyzes the characteristics of the development of telecommunication corporations and the Bastion Transceiver Station construction project, and designs the index system for the post-evaluation on the base construction project, including the analysis of post-evaluation index system and post-evaluation methods, through analyzing and studying the post-evaluation theories. The author proposes the comprehensive evaluation methods of the Bastion Transceiver Station construction project through the quantitative analysis. The following items are studied in this paper: the relevant theories and developing status of post-evaluation, the resources and statistic methods of post-evaluation index system, the overall evaluation methods of post-evaluation index system, and the relevant measure and calculation methods of post-evaluation index system, and these studies provide theories and blue print for post-evaluation practice, and offer the calculation basis to construct the post-evaluation software supporting system. This paper consists of four parts:I. An Introduction to the Post-evaluation System and MethodsPost-evaluation refers to the systematic, objective analysis of the aims, executive process, benefits, functions and influences of the completed project, and makes sure whether the expected aims have been reached, whether the project is reasonable and effective, and whether the main beneficial indexes have been achieved through examining and generalizing the project practice. Analyzing on the post-evaluation is significance in finding out the reasons for successes and failures and summing up the experience, making suggestions on the decision making of the future project and improving and perfecting the management on invest decision, giving advice on the problems in the practice of post-evaluation, which will help to achieve the aim of improving of the invest benefits. The post-evaluation includes the evaluation on the aims, executive process, benefits, influence and sustainability, etc. of the project. Generally, the main analyzing method employed in post-evaluation is the combination of quantitative and qualitative analysis. The methodology of post-evaluation includes statistic expectation, comparative analysis, logical analysis and data collection.II. Analysis on Bastion Transceiver Station Construction ProjectAfter the Reorganization of the Telecommunication Operators in 2008, Chinese telecommunication industry entered into a new era: three telecom corporations, China Mobile, China Unicom and China Netcom, co-existing. Meanwhile, 3G Service is going to spread out, thus, the marketing competition will be more and more heated. To have more and more customers is the key act actively in market. Good quality of telecommunication network service is one of the attractive factors for customers. Also, base construction project is the key to ensure and improve the quality of telecommunicating through network. In such situation, telecommunication operators will invest a lot in base construction each year. Bastion Transceiver Station construction has the following characteristics: the cycle of investment is long, the amount of investment is large, the construction is both centralized and decentralized, the project is sustainable, and the invest benefits are not easy to be apportioned. Thus, strict management and supervision are necessary in base projects. At present, however, the management of base project just emphasizes on the early-period work, lacking the post-evaluation. There are some problems, such as, no perfect post-evaluation index system, difficulties in collect data used in after-work analysis, deficiency in the support of post-evaluation organization, more qualitative analysis than quantitative analysis.III. Design of the Post-evaluation Index System of Base Construction ProjectThe structure of the post-evaluation index system of base construction project includes two levels: first-rank indexes and second-rank indexes. The first-rank indexes include five aspects: evaluation on project aims, evaluation on project execution, evaluation on project benefits, evaluation on the sustainability, evaluation on the influence, and each first-rank index includes two second-rank indexes.The evaluation on project aims include departure degrees of the utility rate of wireless sound information, the index of network coverage rate, the index of wireless connection, and so forth. The evaluation on construction practice situation include the departure degrees of project process and project investment, the success rates of the early-period work ,the construction execution and producing operation. The evaluation on the project benefits includes the departure degrees of the receive of wireless phones, the sustainability of customer increasing. The evaluation on the influence includes the influences on the inner and the outer and the social environment.For it is difficult to apportion the telecommunication operation, the analysis of the post-evaluation on the base project adopts the analysis on the amount of the service, which can comparatively exactly present the changing situation of the income from operation in base construction project. The second-rank indexes are chosen based on the comprehensive consideration about the characteristics of the Bastion Transceiver Station construction project and the specialties of the telecommunication industry.Basing on the post-evaluation index system, define the experts'authorities according to the analysis at different levels, get the average through multi-aims deciding methods, and finally get the evaluation data about the evaluation on the base project. The above data is the analysis foundation of post-evaluation report. The post-evaluation report include the introduction to the project background, the evaluation on the project execution, the evaluation on the project effect and suggestions and so on.IV. A Case Study on the Post-evaluation on the Construction of some Base At present, telecommunication operators are making great effort to construct the wireless base network, enlarge network coverage, and upgrade customers'satisfaction. After a study on the post-evaluation on the construction of some base, the following suggestions are given:First, it is necessary to perfect the management system of the post-evaluation. At present, the post-evaluation on the telecommunication operators is still at the starting stage, without fixed post-evaluation organization and perfect post-evaluation process, which is not helpful to the post-evaluation.Second, it is necessary to strengthen regulation and management of the analysis on the project. The report about executable study is the starting point of the project, is the important document directing the following operation of the project. The exactness of the data analysis is decisive to the quality and effect of the execution of the project, is also the important foundation of the post-evaluation.Third, it is necessary to set up the data store and analysis system. By set up the post-evaluation system, accumulate the post-evaluation information, fix the index system and calculation methods, form the software supporting platform of the project evaluation, which will greatly lesson the amount of work and calculation brought about by the post-evaluation and improve the exactness of the post-evaluation. |
