Post-evaluation Model Study Of Thermal Power Plant Construction Project

The electric power business is a basic industries in the national economy, and economic development and people's livelihood closely linked. And the completion of thermal power plants can speed up the readjustment of the economic structure, promoting the national economy keep on , healthy and rapid development. From the past, large-scale project management point of view, although most projects are successful, and a it has played a catalytic role after the completion of development for the national economy, but we should see that some of the practical benefits of investment projects to lower than the forecast efficiency, resource utilization low, too much pollution, poor loan repayment capacity. Clearly, economic development has also brought environmental and social impact, this was the new requirements of the electric power business,but also the possibility and the necessity that we post-evaluate for the electric power engineering project.Currently, the research and practice for porject post-evaluation mainly still concentrated on set up the index system and the method, the establishment of the post-evaluation model is still not perfect. This paper aims at this, choosing thermal power plant construction project is the object, and both are closely related to people's livelihood, and made up for the lack of research in this area. At the same time in the post-evaluation of the specific study, take into account economic, environmental and social aspects of the three overall analysis, effective evaluation findings to improve the operation of the thermal power plant, improve investment efficiency, establish the overall dynamic feedback mechanism.First of all, this paper discussed the basic theories and methods of poroject post-evaluation of thermal power plant, explained the function of this feedback mechanism clearly and carried on comprehensive analysis research to the main contents. It has provided theories basis for set up the index system and post-evaluation model. Secondly, this paper from the Construction Project management reality, based on the methods and principles of building evaluation index system,through study economic, environment, social performance ,construct the thermal power plant construction project post-evaluation four class index system both suited to China's national conditions and have operability. Finally, this paper test the feasibility of the index system by empirical study, and evaluation the validity of conclusions. It has established a Fuzzy Comprehensive Evaluation model(brief name FCE) based on post-evaluation index system,using the Analytial Hierarchy Process(brief name AHP) to receive index weight,using membership function and fuzzy Statistical principle to receive membership grade to make it more scientific and accurate.
