The quality level of farmers largely affects the overall quality level of the Chinese labor. But now, the feature of Chinese farmers’low cultural and technology level, which directly restricts the improvement of farmers’ income and the development of Chinese agricultural economy. Also it affects the sustainable development of Chinese society and economy. According to "the development of production, affluent life, civilization, clean and tidy village and democratic management " requirements, we must create a group of educated, skilled and operated new farmers to build the new socialist countryside. Under this background, the training of farmers causes widespread concern in theory and decision-making. How to improve the quality of training farmers once again become the focus of discussion. To solve this problem, the country has been actively explored. The new farmer schools have been created starting in May 2012 in Dongying City. For two consecutive years of 2013and 2014, the municipal government regards the training of new farmers to the ten people facts. After nearly two years of exploration and practice, it has achieved some success and accumulated some experience in the new farmers training. However, doing case studies in new farmers training is really little. This paper hopes to fill the vacancy in this regard. The article elaborates the significance of training new farmers and the typical pattern of training farmers in domestic and abroad starting from explaining the concept of farmers, new farmers and new farmers training. On this basis, this paper researches the study case in creating farmers schools and the new farmers training. Also it summarizes the "wide research, strong management, great co-ordination, brave and innovative, pragmatic, strict examination"the 18 words of experience The paper analysis some problems in the new farmers training:management system, training content and methods, incentives, teacher training and follow-up services. For this, the paper proposes six meatures:Scientific planning, rationalize the system, innovative training content and form, rigorous assessment methods, strengthening the construction of training resources, good training follow-up services. Through in-depth investigations and studies, this paper rises to theroy and summers up the experience which provides both for the leadership decision reliable and reference for other parts of the country conducting training new farmers.
