A Research About Farmers' Willings And Actions During Farmlang Conversion

In the background of constructing a new socialist countryside comprehensively and developing modern agriculture vigorously, accessing to the comprehensive development of rural areas at the same time, the reformation of the system has also accelerated the pace of implementation. As a key link in reforming rural economic system, orderly process in the flow of the right of using rural land, is the basis and main to realize the increasing both in agricultural and peasantry. Farmers, as the main body in production and management decision-making, their will and behavior is the important micro basis on inducing the reformation of the system on rural land. Scientific research and reasonable guiding on the choice of will and behavior about the rural land transfer, is important in constructing a scientific and orderly flowing mechanism on the right of using rural land and also important in allocating the rural land resources in order to achieve a comprehensive revitalization of rural development. From a sociological perspective, based on Parsons's social action theory and Coleman's rational choice theory, the article focuses on farmers' true performance of will and behavior about the rural land transfer. And using the different performance and the reasons on will and behavior as the entry point is to form a scientific understanding on farmers' will and provide recommendations on guiding country's scientific decision-making and farmers' will and behavior. This is in order to establish a harmonious and orderly rural land flowing patterns that is farmers as the main body, fanners and the Government have the common consensus. Specifically, the body is divided into the following parts:PartⅠ: Introduction. Including the problem, the purpose and significance of this study, the relating literature review, and research design .PartⅡ: Investigation region and rural land flowing analysis with the samples. Briefly introduce the basic situation of economic and social development of Caidian District in Wuhan City, rural land flowing and the sample fanners' social and economic characteristics from the samples.PartⅢ: Analyze farmers' flowing will in the process of rural land flowing. This chapter demonstrates in three aspects: the main factors impact farmers will, the reason that farmers do not want for the circulation of rural land in the process of transfer of rural land, the reason that farmers do want for the circulation.PartⅣ: Analyze farmers' flow behavior in the process of rural land circulation. Analysis is mainly based on the following dimensions: analysis on the number of the size in the circulation land and economic cost-benefit; the realization form of rural land flowing; farmers into agro - to the source; contract analysis in the process of transfer; agreement years during the life situation; the realization method of the circulation; driving forces. This chapter reflects the current new situation about circulation of rural land in suburban rural areas of the central, through the basic statements of farmers' actsPartⅤ: Research on the differences between will and acts in rural land flowing. It is explored mainly in two aspects: the different performance on will and behavior in the process of transfer, and the reasons on the different performance. The reason is respectively demonstrated in the two processes of transferred into and out.PartⅥ: factor analyze on constraining the current rural land flowing. It is illustrated mainly in four aspects: the level of regional economic development, institution building defects, their self quality constraints of the main operating, social and cultural factors. Clear that the majority farmers in rural areas of the central on the allocation of rural land resources is based on the result of comprehensive analysis and rational consideration. The factors are economy, policy systems, cultural e.t.. Farmers' will and behavior is an act of rational social economic behavior.PartⅦ: Conclusions and recommendations.
