In China, the real estate industry is an emerging industry, in recent years, as China’s market economy development and improvement, China’s demand for houses and buildings is increasingly strong, and the real estate market and industry are growing. Real estate’s development can not only bring those related industries’ development, but also can effect the national economic and social improvement. Real estate projects are capital-intensive, which take up large amount of money, need a long construction period and a complicated construction process. These characteristics determine that the real estate development projects have the high financial risk. Therefore, the real estate financial evaluation in the project management has a pivotal position, the success of the real estate business depond on the project prepareing before development and the access of the development proces. In this paper, given the real estate projects’characteristics, learned from existing research and relevant theory, this paper improve the financial evaluation system, and used the case of Jinan future City project described and validated the access system.According to the existing domestics, international researches and related theories, the current access systems are based on the financial evaluation indicators, access the projects’profitability, solvency, and the ability to withstand risks. This kind of evaluation system lack the organic combination of the indicators, the relationship between indicators is disperse, the conclusions are always subjective. On the basic of the evaluation indicator system, this paper used the entropy-method to determine the index weight, used the fuzzy matter-element method to determine the indicators of quality attributes, get a comprehensive evaluation, which is more scientific and standardized. This paper is divided into seven parts:Chapter 1, Introduction. Firstly, this study analyzed the background and the significance of this research. Secondly, reviewed the literature of the real estate project financial evaluation system, analysed the foreign and domestic relevant literature, summarse the status and trends of domestic and international, gave the possible future research directions. Again, introduse this paper briefly.write the ideas and methods. Finally, descrip the main contents of this article,the lack and the innovation.Chapter 2, theoretical analysis. First of all, given the future city project, analyse the concept and characteristics of the real eatate. Secondly,intriduce the the financial evaluation methods and systems useing the data of the future city project, described the current mainstream content.Chapter 3, building the real estate financial evaluation system. First, according to the theory of the second chapter, outlining the principles and objectives of the financial evaluation system for real estate projects. Second, introduce the financial evaluation system of real estate project.Chapter 4, The market environment and the SWOT analysis. Analyse the project from the non-financial aspects.Chapter 5, The case financial planning and project evaluation. Based on the financial projections, using the evaluation system thispaper builded, do the financial analysis.Chapter 6, The project financial risk analysis and response. Based on the conclusions of the qualitative analysis and financial evaluation, analyse the risks in the market, business, finance and other aspects, and proposed the strategy and recommendations.Chapter 7, conclusions.
