Studies On The Construction Of Scientific And Innovation Platform In Liaoning Province

The scientific and innovation platform is valued for its promotion of science and economy. The Outline of the National Program for Long and Medium Term Scientific and Technological Development pointed that science and technology input and science base platform are the material basis as well as important prerequisite guarantee for technical innovation. In 2004, Ministry of Science and Technology, National Development and Reform Commission, Ministry of Education and Ministry of Finace made "the Outline of Construction of National Science and Technology Basic Platform for 2004 to 2010" together. In 2005, "Implementation Opinions for the National Science and Technology Basic Platform during the 11th Five-Year-Plan" is made. These are important for the development of national innovation system and reasonable allocation of scientific and technology resource.First, define concepts of technology intermediary and science platform. Second, state the innovation theory and technology-diffusion theory. On the basis of the two theories and investigation into construction of science and technology platform in Liaoning province, we found out that the quantity and quality of platform both increase, what promotes the scientific research output, the transformation of scientific and technological achievements, as well as helps to undergo more research projects. However, there is still a little gap between Liaoning province and Guangdong, Zhejiang, Shanghai and other provinces, which mainly displays on the overall layout, the lack of communication and the obsolescence of instrument.Last, suggestions which benefit for science and technology platform are proposed, including attaching importance to the construction, perfecting management system and operation mechanism, adjustment the arrangement of key laboratories, increasing funding to construction, encouraging exchanges and cooperation and so on.
