Shanxi province as a big province of coal resources in our country,economic development shows obvious characteristics of resource-basedeconomy. It has faced the fluctuation of economic growth, single structureofindustrial, serious resources and environment damage and other problems forlong time, therefore only choose a transformation of resource-based economydevelopment can we avoid the so called Resource Curse and achieve the goalof sustainable development of economy. With the foundation of the NationalSynthetically Reform Testing District, resource-based economic transformationdevelopment in Shanxi province has stepped into a new historical period.Scientific and technical innovation is the main driving force of economic andsocial progress; it always runs through the regional economic and socialdevelopment. And what is more, scientific and technicalinnovation plays animportant role in promoting the transforming of the resource-based economyand it is the key factor for Shanxi province to realize the transformationdevelopment. This article was based on theurgency of resource-based economytransformation in Shanxi province and the important influence to thetransformation of resource-based economy, and it committed to research thesupporting role of scientific and technical innovation to the resource-based economy transformation in Shanxi province. It is a great significance topromote the transformation spanning development and realize the sustainabledevelopment in Shanxi province.This article analyzed the mechanism of the scientific and technicalinnovation to the transformation of resource-based economy theoretically, andthe article thought scientific and technical innovation can promote thetransforming of the resource-based economy through adjusting the industrialstructure and optimizing the structure of factor input structure. After analyzingthe current situation of resource-based and scientific and technical innovation inShanxi province, found that there existed problems that the single structure ofindustry, the imbalance growth of economy,and the weak of sustainabledevelopment capacity in Shanxi province.So transforming is the only way.Withthe efforts in recent years, development of resources-based economictransformation in Shanxi province has obtained certain achievements, embodiedin the well economic development situation, the promoted traditional industry,the growing alternative industry, and further improved quality ofenvironment;the driven force of scientific and technological innovation is animportant way of promoting the resource-based economy transformation inShanxi province, but it is facing the threat of the lack of innovation, mainlyreflected in the lack of funding, the shortage of science and technology talent,unreasonable distribution of scientific and technological achievements and low rate of innovation output and conversion.In order to study the supportingfunction of scientific and technological innovation to the transformation ofresource-based economy in Shanxi province, building the index system of thescientific and technological innovation ability and the transformation ofresource-based economic. Then put forward the research hypothesis base on thetheoretical analysis,and construct structural equation model to test therelationship among the following four key elements of discovery: scientific andtechnological innovation,resource-based economic transformation andtransformation performance. Found the obvious support of scientific andtechnological innovation to the transformation of resource-based economy inShanxi province, especially support for economic performance function was thegreatest, but there came the question, though the five paths produced by eachvariable reflect the certain significance,the standard path coefficient were low,which mean the supporting function was only at a low lever and need to furtherincrease the fitting of the path coefficient. The article finally put forward thestrategy and suggestion that improve the supporting function of the innovationof science to the resourced-based economy.Innovation points:(1) Analyze the supporting function of the scientificfunction to the transformation of resource-based theoretically from the innermechanism.(2) Build the index system about the ability innovation of scienceand the transition performance of resource-based economy.(3)Base on the theoretical analysis, put forward the research hypothesis,and construct thefollowing structural equation models: the innovation ability of sciencetechnology and the economic transformation performance of resource-basedeconomic, the relationship between the innovation of science technology andresource-based economic transition economic performance, social performance,resource performance, environmental performance.
