According to the further promotion of classification reform for the public institutions and increased competition, the transformation trends of running geological prospecting units as enterprise are already visible, the function and role of personnel for business management is strengthened day by day, it is more important for using personnel excitation mechanism to enhance the enterprises’ comprehensive strength, so it bring forward advance requirement to management reform and innovation for geological prospecting units. For strengthening exciting market and enlarging surviving space, the Institute of MT Surveying Engineering must develop human resources further, establish and improve excitation mechanism adapting to marketing economy in order to stimulate the human potential and promote the core competitiveness, the final goal is to realize the change from traditional personnel management to enterprise human resources management.This paper is theoretical foundation with several kinds of incentive theory: Content-Based Incentive Theory, Porcess-Based Incentive Theory, Transformation-Based Incentive Theory and Comprehensiveness-Based Incentive Theory. The author select the Institute of MT Surveying Engineering for subject of research. The paper uses several kinds of typical motivation methods: corporate culture motivation, material motivation, occupation development motivation, training motivation, goal motivation, fair motivation etc. The paper reaseach the staff’s satisfaction and demand on corporate management, salary benefit, working environment, training and occupation development by means of questionnaire survey. The surveyed staff come from different post with different background. Meanwhile, the paper analysis the inadequacy on salary allotment, occupational planning and training in the Institute of MT Surveying Engineering, by researching the present situation of human resourse management and excitation mechanism.By means of inadequacy analysis, the author expect to design new model of salary structure with performance driven, and establish new ncentives and comprehensive excitation mechanism on the basis of working analysis and job evaluation.Use above-mentioned theory and methods, the author try to find a model of enterprise’ management in the Institute of MT Surveying Engineering while transferring public institutions to enterprise, and finally establish a new employee motivation mechanism matching geological prospecting enterprise system.
