The Research Of The Competitiveness Of Industrial Clusters In High-tech Zone On DEA

Along with the growth of the economy， the development of the high-techindustry has been greatly accelerated. High technology plays a more and moreimportant role in people’s life. High-tech industry with high technology, high addedvalue and high competitiveness has become the direction of the development of theworld economy. Practice has proved that Industry Cluster, as an advanced industrialorganization form, can significantly improve the development of the High-tech zone.,and it is considered to be an important way to enhance industrial competitiveness inthe current society. Under the attention of the government, the degree of high-techIndustry Cluster has been increased constantly with the development of the high-techindustry which plays an increasing crucial role in the development of economy. Butcompared with the developed countries, it still exists many deficiencies especially inthe cultivation and development of high-tech Industry Cluster. We should find out theproblems, and take effective measures actively to promote the competitiveness ofhigh-tech industrial cluster of our country.This paper uses qualitative analysis and quantitative analysis, normative analysisand empirical analysis as researching methods, and also Potter’s" Diamond Model"theory to analyze the Industrial Cluster of Yancheng High-tech zone, Jiangsu province.At the same time, by using the Data Envelopment Analysis method to compareYancheng High-tech Zone with other provincial High-tech Zones. This paperconcludes that the industrial cluster competitiveness of Yancheng High-tech Zone is ata lower level. Based on the analysis, this paper identifies the key problems leading toits low-competitiveness, and put forwards the improvement measures and policysuggestions. The main content of this paper includes:(1) Using Potter’s" Diamond Model" to analyze the present situation of YanchengHigh-tech Zone’s Industrial Cluster. Through the qualitative analysis, it gives us anoverview of the competitiveness of Yancheng High-tech Zone’ s Industrial Cluster, asto lay a solid foundation for quantitative analysis.(2) This paper take Yancheng High-tech Zone as the research object, using theDeap2.0software to analyze Yancheng High-tech zone comparing with otherprovincial High-tech Zones to reach its competitiveness ranking. By calculating theS-mini value and S-plus value to identify the problems leading to itslow-competitiveness, then it analyzes the causes and put forwards the corresponding policy suggestions.
