In the context of China’s rapid development of urbanization and industrialization, our country agricultural management main body started by dispersed, the household contract responsibility system of flexible management to scale, intensive professional investors, family farms, agricultural cooperatives and agricultural industrialization enterprise development new operators. The concept of "family farm" no. 1 in the middle of the 2013 officially proposed for the first time since the academia around family farm related problems from two aspects of theory and practice is also studied. Some scholars think that the family farm to family members as the main labor, standard according to the procedures and the height of the land utilization and so on three features and professional investors facing in the process of its development cost is too high, the supervision of land conversion program non-agriculturalization of farmland is a specification and use problems in stark contrast. So we have already had quite a number of professional investors into family farms.Land circulation is the precondition of professional investors and family farm scale management, is the key to professional investors into family farms. Research results show that promote the policy of the government of the land circulation and perfect related service system as a family farm sustainable healthy development of the main channel. Based on the perspective of land circulation, therefore, to study the professional investors into the precondition of the family farm, is of great significance to our country agricultural management main body diversification.This article is based on our country represented by professional investors and family farm in rural new operators to thriving reality, especially quite a proportion of professional investors turned to the actual conditions of the family farm, using the pluralistic discourse analysis framework, professional investors were discussed from both horizontal and vertical dimensions into the precondition of the family farm, based on the perspective of land circulation to build the professional investors into family farms pluralistic discourse interpretation framework, put forward the standardization of the land circulation management, perfect social security system, and perfecting the land circulation price formation mechanism for professional investors into the precondition of the family farm at present stage, and put forward the content and optimization of this three conditions of the policy implications.
