With the constant development of manpower resource management, the performance management system has been widely applied in the western country and achieved great success, which can improve integrated performance and kernel competition of corporation. At present, the domestic enterprise also gradually began to attach importance to performance management, but most of the performance management only stays in the performance evaluation, and many employees rejection performance evaluation. Because they think that is to look for excuses to deduct wages, so performance management at domestic still need further study and application. Researchers at the core of high-tech enterprises, to play an important role in the development of enterprises, how to establish and improve the system of performance management, attract, cultivate and motivate the R&D staff, is the key to the enterprise in the competition advantage.The author read a large number of domestic and foreign literature, and do a thorough research on the current research and development personnel performance management. This article discuss the relative theory of performance management and the inspiriting theory of knowledge talent, followed by an analysis of the R&D personnel educated, pursue rewarding work, and the work process is difficult to control, the work results is difficult to measure, etc.Establishment of R&D personnel performance management system, witch includes performance plan and goal, performance evaluation, performance feedback, performance appeal, the application of the performance results and the performance of communication throughout the entire process. That focus on the strategic goal of the enterprise, using the management by objectives(MBO), key performance indication(KPI),360°feedback, and so on. The communication performance and contextual performance are emphasized.Finally, an example of the performance management program designed for R&D personnel is analyzed demonstration.Practice shows that this build R&D personnel performance management system can effectively improve the individual performance and organizational performance, achieves good results.
