Regard as the important pillar of national economy, manufacturing industry has the hugest industry system, it is the engine of economic’s rapid growth. In the era of knowledge economy, not only the high-tech enterprises, but also the traditional manufacturing industry has the demand of technology innovation. The high technology innovation ability, is the key security of the core-competitiveness in manufacturing industry. As the characteristic of Zhejiang economy, the private economy’s demand of the technology innovation is more urgent. R&D personnel as the main body of enterprise R&D activities, is the key factor of technical innovation’s realization. How to effectively improve the R&D personnel individual innovation performance, so as to enhance their overall level of innovation, is one of the focus issues in manufacturing enterprises.The main content of this paper is:taking Zhejiang private manufacturing enterprises as an example, analysis the haracteristic of manufacturing and it’s R&D activities, and tap the key influencing factors of it’s R&D personnel innovation performance, based on this, establish the R&D personnel performance evaluation index system based on innovation performance, and improve the performance management system, provide the new train of thought to manager R&D personnel.This paper analysis the key influencing factors of R&D personnel innovation performance and the main problems of R&D personnel performance management firstly; then combined with the innovation performance theory, mainstream R&D personnel performance evaluation system and the evaluation practice in Zhejiang private manufacturing enterprises, consider the specific characteristics of R&D activities in manufacturing industry, establish the R&D personnel performance evaluation index system based on innovation performance; Through empirical analysis we get the rationality of this index system; at the end, is the work requirements of all aspects in manufacturing industry R&D personnel performance management.The innovation of this article is that, take manufacturing enterprises as the research object, extend the R&D personnel performance management mechanism under the background of manufacturing industry, and from the angle of innovation performance, trying to focus on R&D personal individual growth and development, enhance R&D personnel individual innovation performance, to help achieve the enterprise integral performance. This theoretical innovation provides a new train of thought for the managers’s R&D personnel management practice in manufacturing enterprise.
