Since the 21 st century, land finance gradually drawn wide attention and become a hot topic. With the land revenue size continues to expand, more and more dependent on local government land finance, which led to many abuses. With the acceleration of urbanization, greater demand for construction funds, if you can not change the existing land over-reliance on local government finance situation is bound to promote a new round of "enclosure" boom, exacerbated by urban sprawl, severely restrict the sustainable development of China’s urban economy. Therefore, how to reduce the local government financial dependence on the land, and to protect the local government has sufficient revenues for urban construction, is a serious problem facing our country at this stage.Long-standing financial problems of land, land finance is inevitable under the background of the current economic and political environment product. Although land finance certain extent, ease the financial difficulties of local governments, but also led to some negative social effects, and this negative effect is increasingly profound impact on all aspects of social and economic life. In this study, the research area of Fukang City, on the basis of research results on the reference to the land property rights theory, agency theory and other theories for the support structure of Fukang City land transfer, land and structure of the financial status quo system analysis, Fukang City found higher land finance degree, an average of more than 50%. Meanwhile, for the current status of Fukang City land finance from taxation, land management system, regional industrial development to analyze its causes, and finally put forward relevant control measures in terms of reform and improvement of the regional economic development.
