The land reserve is a common means of the government to control the urban land development and utilization effectively, which can help to solve some problems in the urbanization. The capital and the land are two basic elements of land reserves. Through the study on the existing systems and financing models of national and foreign land reserves,studing and analysing the actual situation of Fukang, we aim to find out the flaws and deficiencies from the existing financing model of China and propose various financing models which are more effective and suitable for the national conditions and the actual of Fukang.This paper integrates theory with practice and combinations of normative and empirical,using a variety of research methods as systems analysis, comparative analysis, qualitative and quantitative analysis. The main results of the investigation are as follows:(1) Currently,the main financing models of land reserve of China includes the financial allocations, bank loans, land management and financing income. The financial allocations brings about big funding gap of the government,the bank loans causes over-indebted of local government while the financing of land operating income has a great impact on the land market. This paper analyzes the different funds needs for a variety of financing models, and the importance of the funds towards the successful operations of land reserves, meantime provides theoretical support for the full text writing.(2) In terms of the background and model of the establishment of land reserves system with its effects of implementation of Fukang, analyzing in practice the land reserve of the city,this paper has figured out that the land reserve plays a major role in regulating Fukang’s land market,revitalizing the stock of land and increasing the revenue, etc.(3) Analyze the definition of the existing financing model of Fukang’s land reserves and the problems during the practice. The results shows that the actual financing model cannot satisfy the needs of funds for land reserve, and it’s urgent to be improved and expanded.(4) In terms of the financing model of land reserves of Fukang, the paper looks into the future and suggests that in addition to improving the existing financing models, this should be further expanded according to the actual situation of the city, such as the establishment of urban land fund, the issue of land mortgage bonds and other financing models.
