Research Of Evaluation Of Land Use Planning Implementation In Fukang City

At present, a new round of land use planning of the provincial, city, county, township has basically been completed, entering the implementation period. To accommodate different land management policies and promote the rapid development of economy and society in Fukang City, it requires organic harmonization of national economic and social development planning, urban planning, estate planning, parks and town planning and other related planning, we must objectively grasp the implementation of land use planning in Fukang. Carrying out overall assessment of land use planning can objectively grasp implementation of land use planning in Fukang, improving the plan’s scientificity, feasibility and social credibility to ensure the effective implementation of the plan, protecting and promoting the development of economy and society and science. Since the implementation of land use planning in the initial evaluation of late, it has not yet formed a complete implementation of the evaluation system and method, it also requires further study.Based on the relate concepts and theories, this paper summarizes current research of domestic and overseas, uses literature data method, statistical analysis, analytic hierarchy process, regards the theory of continue use, theory of ecological economy, theory of system engineering, theory of dynamic management as a guide, selects implementation evaluation indicators from the implementation of planning sectors, adjustment of planning space layout, situation of economical intensive land use, planning benefits and the modification of planning, builds evaluation index system to evaluate with the utility function model to obtain a comprehensive evaluation scores, while using comparative analysis method to analyze the implementation of the plan and builds the theoretical evaluation model. Then takes on empirical study combined with implementation of a new round of land use planning of Fukang City, reveals the major problems and makes recommendations accordingly.The article is divided into five parts to elaborate, partⅠfocuses on the background and significance of the study, the content and methods of the study, technical route and related concepts; partⅡ mainly introduces current research and theories; partⅢ and Ⅳis the core part of the paper, describes the land use planning appraisal system, evaluation methods, and through empirical research, discusses the implementation of land use planning in Fukang City; partⅤ is the conclusion of this article and associated recommendations.
