Research On The Safety Risk Management Of Train Operation Depot

Railway has become the main means of transportation. It plays an important role in social, economic and technology development, and can meet people’s growing material and cultural needs. For a long time, China’s railway departments have attached great importance to and emphasis on safety management. Train operation depot is the most basic of safety management under the new system. A lot of new problems appeared on the management, with the enlargement of the scope of jurisdiction, the increasing of the content of safety management, and the complicated relations of organization. In order to guarantee the safety of the train operation depot transportation production, improve the level of traffic management, and establish a new safety management system, the safety of train operation depot management is of great significance.This paper applied the principle of railway transport safety evaluation system, and the evaluation analysis methods of train operation depot system safety are discussed. Specifically for Taiyuan train operation depot, for instance, its comprehensive security system is evaluated. Finally, based on Taiyuan train operation depot, a modern safety production management system is built. According to the relevant state laws, "Safety Production Law" and "Railway Law", this paper formulated in accordance with the railway corporation and the related regulations to ensure transportation safety. From the comprehensive factors of safety management, management of personnel and equipment factors, and according to the principles of establishing index system, the safety index system of train operation depot Taiyuan is built in this paper. Using the principle of weighing, the Taiyuan train operation depot safety index weight is re-determined. Through screening, we finally determine the 23 safety evaluation index. In combination with the practical situation of laws and regulations, and specific train operation depot, the 23 safety evaluation index are rated and ranked, and we design the evaluation way of each index. Finally we get the comprehensive safety evaluation results of Taiyuan train operation depot. In this paper, we supervise and control the safety in production of Taiyuan train operation depot through the establishment of active safety management system. Specific measures are to strengthen safety publicity and education. Incentive mechanism and method are used to enhance the level of security.
