Rail transport is the most effective mode of transport on the land.It plays a bigrole in traffic field.With the development of society and economy,railway transportenterprises takes a series of reform and innovation measures in order to improve theircompetitiveness.In2005,ministry of railway rescinded railway sub-administration,and gave new management model of “ministry of railway—railroad bureau—the traindepot”.Under the new system, train depot as the most basic management, face withthe scope expansion of the jurisdiction, the increasing in content management and thecomplex of organization relationship, and they failed to meet the management needs.Especially of the traditional performance evaluation methods, such as the "veto indexveto" and "add and subtract the general index points" is still used by most railwaybureaus today. This performance evaluation mode now already can’t adapt to theneeds of the new system. To meet the needs of the new system, guarantee service tothe transportation of production under the premise of security, efforts to promotemaximum efficiency and effectiveness, the related performance evaluation systemalso needs to innovate and keep pace with the times. So the study of optimizing thetrain depot performance evaluation has far-reaching practical significance.This paper draws upon fruits of domestic and foreign research on performance-appraising system of enterprise, gathers multi-index synthetic evaluation method andthe research of the domestic scholars on the train depot performance evaluation. Onthat basis, this paper gives suggestions based on the practical situation of the traindepot’s performance system to choose appropriate assessment method. In order toimprove the train depot’s performance system and put it into use, the article goesalong the technology route as,"present situation-raise question-creating and realizinga model-real analysis" and adopts research methods such as literature review,inductive, relative analysis, qualitative analysis, qualitative analysis.This paper researches and improves the train depot’s performance system from the following aspects. First, clarify objectives of performance appraisal. Secondly,classify prevailing index system to make it more systematic, stratified and clearly.Thirdly, apply combination weighting approach in performance evaluation of the traindepot. Combination weighting approach can decrease subjective judgment andmanifest the important intensity of evaluating indicator more scientific. Fourthly, useefficacy coefficient method to grade evaluating indicator of the train depot and setnew evaluation criterion with competition concept. Finally, analysing the outcomemeasure and classing level of train depot performance.
