| Safety is the eternal theme of the production for railway transport. For a long time, in order to ensure the safety of railway transport, railway transport enterprises put into a great lot of human, material and financial resources. However, accidents are still occurring from time to time because of low qualified workforce and backward management means. In recent years, the occurrence of serious traffic accidents, resulting in a large number of casualties and property losses, have seriously affected the social harmony and stability, and damaged the reputation of the railway and undermined the image of state and government.The operation of trains arriving at and departing from a railway station is an important part of train operation. Security of the operation is directly related to that of passenger and goods transport. Under normal circumstances, the security of trains operation depends mainly on the railway communications and signal equipment. However, because of the power, construction, equipment failures, natural disasters and others reasons, railway communications and signal equipment will not be available. This will lead to many of the key operations to completely rely on manual work. In such non-normal circumstances, if the supervision and management work not in place, possible occurrence of traffic accidents will increase.The paper analyses the supervision and management of the non-normal train operation in our country. At the basis of detailed study of the non-normal train operation process, the paper puts forward the development of non-normal supervision system software of train arriving at and departing from a railway station. For the completion of the supervision system project, describing the theory of project management, combining the characteristics of IT project management and Chinese railways, the paper also makes a more detailed analysis of the project scope, organization, project control and project expected results. |
