The current retirement system and its provisions on legal and emeritus age formed in the 1950 s, male worker’s retirement age is 60 years old, female worker is 50 years old, and have been used to the present. Its formulation is based on the level of socio-economic development and the time after the founding of the average life expectancy and so on. The system runs on the Chinese elderly pension and aging population management played a positive and significant effect, but since China has gradually entered the aging society and knowledge economy era, with the level of economic development and people’s quality of life rising, its drawbacks and limitations gradually exposed.On the one hand, between the current statutory retirement age and the aging population are two major contradictions, one contradiction is low statutory retirement age and life expectancy increasing population caused, one contradiction exists between early retirement、still working after retirement and labor supply. On the other hand, as the main force of the knowledge economy, knowledge workers, unified and low current statutory retirement age cause their employment years and professional life cycle and human capital input-output cycle which in line with their own characteristics dont match seriously. It lead a scientific and effective incentive discount, it ultimately makes the imbalance between input and output of human capital, a large number of human resources and human capital are idle and waste, national, social and personal benefits greatly losses.Under the premise of the 3rd Plenary Session of 18th CPC Central Committee has formally proposed "Study and formulate the incremental delay retirement policy",in various policy effect of raising the retirement age, the paper focus on the policy effect of promoting human capital accumulation and the effective use, from the angle of knowledge workers incentive perspective, with the talent incentive, occupation career planning, human capital theory as the theoretical basis, to build the analytical framework, to explore the effect of prolonging the statutory retirement age to knowledge workers motivation, to find out the intrinsic relationship between extend the retirement age and the effect of policies promoting human capital accumulation and effective use, through exploratory build a set of more scientific and effective knowledge staff incentive system, as the transmission mechanism between the two, to inspire the potential of knowledge workers, ultimately achieve the good results of the full use of human resources and the contribution of human capital promotion. The paper is of practical significance, but also has academic value.This paper is divided into six parts, the first chapter is the introduction, describes the research background, research purpose and significance, literature review; the second chapter introduces the theoretical basis of the research topics which discussed in this article, and to clarify some of the paper’s core key concepts; the third chapter discusses extension of the statutory retirement age impact on knowledge workers from five aspects; the fourth chapter is the investigation and analysis of the knowledge workers’ attitude and evaluation about extend the statutory retirement age and the importance of incentive factors by means of questionnaire survey, quantitative analysis methods; the fifth chapter analyzes the existing problems and reasons of knowledge workers motivation at present, further discussion on extending the retirement age under the influence, how to establish the knowledge workers incentive system of scientific and rational, virtuous transmission play the role of incentive mechanism, promote the accumulation of human capital and make full use of the positive effect of policy; the sixth chapter is the main conclusions and prospect research.
