Analysis On Implementing Effect Of The Western Development Strategy In Eight Minority Nationality Provinces

Due to the existence and excessive expansion of the development gap between the eastern and western region, In 2000, the western development strategy was implemented, which aimed to reduce spatial difference among the nationality provinces. The development focused on promotion of economic development, acceleration of infrastructure construction, optimization of the industrial structure, protection and construction of the ecological environment, acceleration of the development of science and technology education and improvement of people’s living standards.During the fourteen years the western development was implemented, how about the effectiveness in eight minority nationality provinces? The effectiveness was analyzed from four aspects including economic development, economic structure, living standards of people and education by using some available data referring to statistical yearbook, census data, demographic yearbook and compilation of statistics of new china in 60 years. Qualitative and quantitative methods including index contrast, annual rate of growth、Gini Coefficient method、schooling years per capita and principal component analysis method were used to obtain the effectiveness of the western development by comparing the indicators of the eight minority nationality provinces with that of the entire country.The analysis showed that since the western development strategy was implemented, (1) The economy of the eight minority nationality provinces had developed remarkably and the indicators including GDP, average annual growth rate and per capita GDP had grown rapidly. (2) Optimization of economic structure had produced a remarkable effect with urbanization rate and industrialization rate improving outstandingly. (3)The improvement of people’s living standard was barely satisfactory. Gini Coefficients, Engel’s Coefficients and the per capita disposable income of rural residents had improved remarkably; while Engel’s coefficients in urban area and the per capita disposable income of urban residents had not improved that apparently. (4) The development of education was broadly apparent, and per capita expenditure on finance, schooling years per capita and school enrollments in colleges and universities per one hundred thousand people had improved remarkably. (5) Judging from different aspects of analysis, comprehensive strength of different provinces had been approaching the balance point and all raising significantly. Concerning the different condition in national nationality provinces, detailed description will be made in the thesis below.Suggestions were made mainly from two aspects, one was to perform countermeasure analysis on unconspicuous effectiveness, the other was to make suggestions on how to continue with the implementation of the western development strategy.First, based on research at home and abroad, topic background and research significance was stated systematically. Besides, research purposes、research method、 innovation points and difficulties was also described in detail in the thesis.Secondly, the western development strategy was reviewed and the eight minority areas was introduced briefly.In Chapter 3 and Chapter 4, analysis was made on the effectiveness of the western development strategy in eight minority areas. In Chapter 5, a multiple comprehensive analysis and evaluation was made on the effect. At last, a summary wa s made and corresponding countermeasures and suggestions were also proposed in the meantime.
