Study Of Rural Surplus Labor Transfer Paths In China’s Western Minority Areas

Currently, the labor transferring process is bothered by three key difficult problems. The first problem is labor transfer paradox. During the transfer, human capital and financial capital of rural area continuously flow out, which result the vicious circle that the more labor surplus and labor transfer in rural sector, the wider urban-rural economic and income gap becomes. The second problem is the urban-rural employment strange circle. In the dual economic structure, urban-rural income expectation difference makes the higher the employment rate in urban area, the more labor force follow form rural area. The third problem is the difficult problem of transferring to difference area. The rural surplus labor in western minority areas flows to china’s coastal open region and main cities, which brings about many problems such as the seasonal migration of peasants.Compared with other regions, western minority areas have abundant natural tourism resources and human tourism resources. Based on these resources superiorities, we can vigorously develop tourism economy, so the rural surplus labor can transfer locally from traditional agricultural field to tourism industry, which mitigate the above difficult problems to a certain extent. For one, the high-quality human capital and financial capital can be absolved locally, releasing employment pressure in urban area. Second, investment fund can be attracted by tourism project and tourism consumption, by which the rural economy can continuously increasing by capital accumulation. Third, the development of tourism economy can increase farmer’s income, change the difference of urban-rural income expectation. Therefore, the development of tourism economy is one of the best solutions to solve the existing rural surplus labor transfer problem in western minority areas.The research object of this essay is the problem of tourism economy development and rural surplus labor transfer in china’s western minority areas.The research purpose is to explore the ways of expanding employment opportunity by developing tourism economy in china’s western minority areas. First, we bring a detailed review on surplus labor transfer and tourism economy literature, and point out the relative definition. Second, we give a comprehensive summarize on the problem of tourism economy development and rural surplus labor transfer in china’s western minority areas, and further bring forward four important theoretical defects in traditional labor transfer theory. This essay also modified three traditional theoretical models, such as pull-push model, Lewis model and Tovar model, and constructs our own theoretical labor transfer model on surplus labor transfer problem in western minority areas to prove our point of views. Accordingly; we must find an innovative labor force transfer mode to solve the existing rural surplus labor transfer problem in western minority areas. Fourth, by using great deal of historical data we then analyze the multiple characteristics, influencing factors, transferring effect and realistic obstacle of rural surplus labor transfer problem in western minority areas. At last we give some operational suggestions for the problem of tourism economy development and rural surplus labor transfer in china’s western minority areas.
