Evaluation On The Implementation Effect Of Natural Forest Protection Program In Hulunbuir Local Forestry

In 1998, China began to implement the natural forest protection project, in order to investigate the effect of project, this thesis takes Hulunbuir local forestry as researching object. It did research into the implementation effect of Natural Forest Protection Program in Hulunbuir local forestry. A comprehensive evaluation index system was proposed which determine survey data and calculation methods of evaluation index. The thesis has made a comprehensive evaluation on NFPP in Hulunbuir local forestry using comprehensive evaluation index system and comprehensive evaluation index which utilized analytic hierarchy process.The implementation effect of NFPP in Hulunbuir local forestry has been evaluated from the aspects of ecology, economy and society through analytic hierachy process. According to the established comprehensive index system, the calculated value of each index and the usage of analytic hierachy process, the evaluation of ecological, economic and social benefits of Hulunbuir local forestry have been achieved. The comprehensive evaluation situations of implementation effect have been achieved by then. The comprehensive evaluation index of NFPP in Hulunbuir local forestry is 0.925, in interval [0.9,1] meaning the implementation effect of Hulunbuir local forestry in 2008 work well. Social benefits index (0.999) is relatively high, next is economic index (0.916), implementation effect work well, too. While the ecological benefits index is 0.896 which need to strengthen in the future.In accordance with the process and results of comprehensive evaluation, the key factors which restrict the implementation effect of NFPP in Hulunbuir have been found. During the process of comprehensive evaluation, evaluation index of age structure, structure of tree species, increasing rate of soil and water conservation and the rate of three industries are on the low side which affect the implementation effect currently. The evaluation results through survey are in accordance with the real situation of the implementation effect of NFPP in Hulunbuir local forestry, which explains the reasonability of the comprehensive index system in this thesis. Taking advantage of the established index system to evaluate the implementation effect of NFPP in Hulunbuir local forestry has feasibility and scientificity, the evaluation results can afford the theoretical foundations to the subsequent implementation decisions.
