| Natural forest resource protection project is the decisive policy of Chinese government for the trend of ecological environment worsening, and also is one of the six key forestry projects. The project includes many key national forest area of the upper reaches of the Yangtze River area (bounded by the Three Gorges reservoir area) , the Upper and Middle reaches of the Yellow River region (bounded by the Xiaolangdi area), the Northeast, Inner Mongolia etc., belong to Yunnan, Sichuan, Chongqing, Guizhou, Hubei, Tibet's, Shaanxi, Gansu, Qinghai , Ningxia, Shaanxi, Henan, Inner Mongolia, Jilin, Heilongjiang, Hainan, Xinjiang a total of 17 provinces'734 counties and 167 forestry bureaus, which began with the pilot in 1998.Ningdong Forestry Bureau is one of the five Cutting and Planting enterprises, which belongs to Forestry Resources Administration Bureau of Shaanxi Province. Since the start of the natural forest protection project in 1998, the project covers the entire forest area has been for 8 years. As a result of more contents, long construction period, high standards and strict management, there are a large number of project files and graphic information produced every year. Because the information was supervised by the traditional File Cabinet Enclosing methods and didn't have a logical connection with the project, it's difficult for some administration section refers to the files and tabulate statistics data and can't dynamic monitor the project. Therefore, they completed the planning and design investigation of the forest by the data of the SPOT5 high-resolution remote sensing satellite in 2005 and established the logical connection between the two things, And introduced the GIS, WEB, and other high-tech computers and so forth on the basis of the traditional information management system, in order to built a information system for forest resources monitoring and the construction and management of the natural forest protection project.This text built a information management system suitable for Shaanxi natural forest protection engineering construction characteristics, using network and communication technology to establish a three levels data transmission channel above of the Forest Resources Administration Bureau of Provinces - the Forestry Administration -Forest Farm, These were carried out at the Ningdong Bureau of Forestry; At the same time, through the establishment of engineering database to realize the standardized management of data information and the sharing in the system of Cutting and Planting Enterprise Bureau; Besides, based on engineering database, we developed the projects, provided application module function of accurate, timely and comprehensive information service of various construction department, provided more directly, real-time technical guidance and macro management. The main conclusions are as follows:1. This study is based on 3S technical, building the forestry management information system, exploring a county forestry management information system model. Most of the system function are completed by GIS software; RS provided important means for the data acquisition and data updates, Reduced the intensity of labor in the traditional working methods, RS also can provide some strategic information; GPS is mainly used in the field work, such as engineering design positioning and area measurement, forest fire emergency orientation navigation.2. Developing the forest resources and natural forest protection project information management system, this system mostly includes two sections: forest resources management information system and information management system for natural forest protection project. The forest resources management information system includes forest resource geographic information subsystem based on C/S environment, forest resource system of network browsing subsystem and virtual reality system based on B/S environment; information management system for natural forest protection project includes natural forest protection project geographic information subsystem based on C/S environment and natural forest protection project management system subsystem based on B/S environment.3. Designed and established the forestry management information system database based on space, including fundamental geographic database and forest resource database and natural forest protection project database; made space database construction process and effective method of controlling quality.4. Integrating the existing geological map information, data of continuous forest inventory, data of class II investigation, the special investigated materials, archival materials of Natural Forest Protection Project Construction, and the photo data in Forestry Bureau, the basic geography space database and the forestry space database of special subject have been established, which is the organic combination of graphic and attribute, achieving the computer integration management of forest resources archives, and making its management and utilization reach a new level.5. The valuable experience of information system construction was obtained. That is to say, it needs organization and daily management by designated nurses; Also the great attention should be paid to data backup, collect and renewal for ensuring the data is safe and accurate. The data quality must be emphasized from the beginning, which could avoid the human, financial and material resources waste that poor quality caused database building anew.6. Natural Forest Protection Project will be finished in 2010, and the implementation effect of the whole project will be evaluated by government, the construction and application of information system can provide detailed and objective data for Natural Forest Protection Project, also get the accurate evaluation of project construction condition by using this information system. |
