Along with the further development of economic globalization and electronic information technology, cross-border trade e-commerce grows rapidly and becomes the main force of promoting foreign trade development mode to change. Besides, it has brought huge impact on the traditional trade mode and consumption pattern, and plays more and more obvious status and role in the development of economic society.China’s cross-border online retail turnover reached $ 21.4 billion in 2013, growing 43.3% on year-on-year basis, and was far higher than the growth of traditional foreign trade. The amounts of retail exports of China’s cross-border e-commerce with small package as the main characteristic reached RMB 93 billion Yuan, with compound annual growth rate of 71%; the amounts of retail import was about RMB 48.3 billion Yuan, with compound annual growth rate of 110%. In 2013, the amounts of retail imports and exports of China’s cross-border e-commerce exceeded RMB 200 billion Yuan and trade group was about 36 million.In view of the difficulties of cross-border trade e-commerce in fast customs clearance, settlement of exchange, tax rebates and other issues, the National Development and Reform Commission jointly with the General Administration of Customs organized and implemented cross-border trade e-commerce service policy pilot work in May 2012. The General Administration of Customs held the starting deployment meeting of cross-border trade e-commerce service pilot work in 2013 in Zhengzhou; five pilot cities of Shanghai, Chongqing, Hangzhou, Ningbo and Zhengzhou become the contractors, marking the full launch of cross-border trade electronic commerce service work. Based on the Reply of General Administration of Customs on the Pilot Scheme of Zhengzhou Cross-Border Trade E-Commerce Service(GAC Letter [2013] No. 128), the General Administration of Customs approved Zhengzhou Cross-Border Trade E-Commerce Service Pilot Scheme.In the paper, the internal environment and external environment of Zhengzhou cross-border trade e-commerce pilot service mode are analyzed by applying quantitative analysis and qualitative analysis; then the problems in cross-border trade e-commerce pilot service mode are summed up; finally, solutions and countermeasures are put forward.
