A Research Report On The Cross-border Trade E-commerce Policies And Corresponding Practices Of Zhengzhou City As A Pilot

In recent years, with the popularity of Internet applications, e-commerce business has explosive growth in cross-border trade in China. To develop e-commerce trade will play a vital role in optimizing the industrial structure, supporting the development of emerging industries, and forming new economic growth points. It is likewise of great significance to satisfy and enhance consumption demands, better people’s livelihood and employment opportunities, which thereby has a more far-reaching impact for sustainable economic and social development. In August, 2012, Zhengzhou was identified as one of the first cross-border e-commerce pilot cities. In such a context, the current thesis is aimed at investigating the cross-border trade e-commerce of Zhengzhou city as a pilot.In the first place, the thesis has researched into the feasibility and superiority of cross-border trade e-commerce of Zhengzhou as a pilot from the perspective of policy analysis:(1) systematically combing China’s cross-border e-commerce development course, status, target, and trend;(2) then introducing the significant implications of Zhengzhou’s implementing cross-border trade e-commerce, which is conducive to economic development, and livelihood improvement and offers a golden opportunity for Zhengzhou to be built as an internationalization city and international logistics distribution center; and(3) pointing out main advantages for Zhengzhou to execute cross-border trade e-commerce, involving the policy merits of applying for a pilot and the location advantages of convenient transportation and sound logistics. In addition, the thesis systematically introduces the main content of the cross-border trade e-commerce of Zhengzhou city as a pilot, including concrete policy of promoting the pilot work by the local government, as well as the implementation of the pilot policy execution system, operation process, etc.In the second place, the thesis conducts an empirical study of cross-border trade e-commerce in Zhengzhou via field investigation and interviews:(1)acquiring detailed knowledge of the implementation of Henan province pushing cross-border trade e-commerce policies of Zhengzhou as a pilot;(2) then powerfully describing via a series of data the significant effectiveness of Zhengzhou as a pilot developing cross-border trade e-commerce, the huge benefits the pilot advantages have brought, the industrial agglomeration decentralization has led to, and the appearance of superimposed advantages, which has brought a new growth point for Henan province aviation experimental zone for comprehensive economic development; and(3) objectively and rationally pointing out the issues and problems that further facilitating Zhengzhou cross-border trade e-commerce has resulted in, especially points out the reasons for these problems mainly involve the imperfection of institutional environment for the enhancement of e-commerce, the procrastination of corresponding laws and legislation, the lack of interdepartmental cohesions, the increasing competition among the regions, and the inaccessibility caused by the Yangtze River economic zone integration.Finally, pursuant to the existing problems and reasons, the thesis puts forward counter measures and suggestions, involving(1) strengthening the coordination of cross-border e-commerce and the top design;(2) establishing the sound integrity development environment of e-commerce;(3) reinforcing the discipline construction of e-commerce as well as talent cultivation concerned;(4) intensifying international cooperation;(5) increasing decentralization;(6) taking the responsibility for investment enterprises in place.
