| In recent years, China has become one of the World’s maritime powers, which has made remarkable achievements in business entities, fleet scale and service capacities. However, there still has a great gap in the supporting policies to sustain development between China and other seaborne powers. Therefore, studying the shipping industry support policies of government, referring advanced experience from seaborne powers in our process of shipping support policy system improvement, are of great significance in promoting the development of China shipping industry and achieving seaborne power strategies.This paper is divided into five parts to illustrate the policies undertaken by our government to support the development of shipping industry.The first part based on the analysis of backgrounds, significance and organizing domestic and international literature review, sorts out the research ideas and methods of this paper.The second part defines the concepts of shipping industry, shipping support policies involved in this paper, puts forward the theoretical basis of shipping support policies.The third part analyzes one development strategy and five policies adopted by China government to support the development of the shipping industry:development strategy, planning guidance of shipping industry, scrapping subsidy policies, the transformation from business tax to value added tax policy, tonnage tax policy and shipping talents preference policy and cargo reservation policy. And elaborate the shortcoming of our government in supporting shipping industry. Specific include: scrapping subsidy policies is not perfect, the transformation from business tax to value added tax policy is not reasonable, Tonnage tax policy is not complete, shipping talents preference policy is not consummate, canceled the Cargo reservation policy is not conducive to the development of China shipping industry. Summarizes the problem of the shipping support policy, include the public itself and the implementation subject.The fourth part analysis the advanced experience including British, Singaporean and Japan in the shipping support policy. Provides references for our government in the formulation of policiesThe fifth parts, through reasonably drawing on the experience of seaborne powers, combined with the actual circumstances of shipping support polices in China, Puts forward recommendations to improve the shipping support policies, which mainly include following points:improving scrapping subsidy policies, adjusting the transformation from business tax to value added tax policy, revising shipping talents preference policies, implementing modern tonnage tax policies and recovering cargo reservation policy. |
