| By the State Council approved the Zhejiang Oceanic Economy Development Demonstration Zone Plan,the Zhoushan Archipelago New Area Development Plan,and the Ningbo-Zhoushan port integration Development Plan,which made the port-shipping logistics development highly important.However,the development of new port-shippiing logistics industry in Zhoushan is facing many constraints,especially financial constraints.The industry experts agree that we should speed up the construction of Zhoushan port-shipping logistics industry,to solve the financial constraints is the key point.This paper studies on the existing port-shipping logistics and port-shipping logistics finance research and achievements,through researching the domestic and foreign financial support mode of port-shipping logistics development,analyzing the current situation of port-shipping logistics and port logistics finance,making full use of the opportunity of the construction of river and sea transportation and the advantages of asset backed securitization to effectively spread risks,putting forward to support the development of port logistics the new financial service system construction ideas and policy suggestions,so as to solve the problems of the bottleneck of the development of port logistics industry in Zhoushan islands district.Through the basic idea of manufacturing the advantage,spreading risk by asset securitization and constructing financial system,the paper puts forward relevant proposals of government administrative behavior and policy to promote the development of Zhoushan Archipelago New Area port-shipping logistics and supporting financial service system which according to four aspects of planning development,focusing on trying first,innovating public and optimizing industry management.Which is suitable for self-development of port-shipping logistics in Zhoushan Archipelago New Area,as a way to plan a perfect port-shipping financial support strategy and policy. |
