Power grid investment projects have the character of large funds,high risk,long period. The construction of power transmission and transformation project is a infrastructure industry of technology intensive, capital intensive, construction participants involved. the key to the success of their investment depends on the decision is correct or not. Project evaluation which makes the analysis scientific and reasonable is the basement of project decisions, so it is essential to evaluate the project before it take into practice.Project evaluation can not only have economic benefits of the program to get objective and scientific evaluation, but also can be more practical to select and determine which investment plan is the best, to get better economic combination, saving capital, max the profit.In this paper, AHP_fuzzy comprehensive evaluation are used in the LY 110 kv power transmission and transformation project, technical indexes and economic benefit indexes, social benefit indexes and factors are all take into consideration to analysis the feasibility of the project. At the same time, combining quantitative analysis and qualitative analysis to evaluate projects in an overall angel, to ensure the objectivity and scientific project results.This article first expounds the relevant theory of pre-evaluation and the present situation of the development of these theories at home and abroad; Second, describes the basic theory of AHP_fuzzy comprehensive evaluation model and modeling steps; Then, analysis of LY 110 kv power transmission and transformation project considering the index of new technical, economic benefits and social benefits to lay a foundation for the comprehensive evaluation for the rest of the article;Finally, choose LY 110 kv power transmission and transformation of new project as a case using the AHP_fuzzy comprehensive evaluation model to analyze it in order to verify the effectiveness of the proposed theory. The results show that the established evaluation index system is very comprehensive, the evaluation of construction project of power transmission and transformation project combines qualitative and quantitative methods, this paper studies confirmed that the AHP_fuzzy comprehensive evaluation model can well applied in the early stage of the evaluation of the power transmission and transformation projects in China, providing scientific argument for the possibility of project implementation.
