With the rapid development of global economy,environmental problem have become increasingly prominent,the impact of energy consumption on the environment is particularly great. To reduce dependence on traditional energy sources, improve energy structure, increase the proportion of new energy sources in energy consumption, has caused the attention of countries around the world. Solar energy resources is inexhaustible, and it has no pollution and emissions, it becomes an ideal alternative to traditional energy sources. China is one of the most abundant solar energy resources countries in the world, in support of national policies in recent years, the domestic photovoltaic industry has been developed, the construction of photovoltaic power plants will help to improve energy structure of China, which meeting the national’s direction of sustainable Development.In the rapid development of solar photovoltaic technology, in addition to the traditional large-scale ground station, different new power plants derived from the country’s specific situation, such as the agricultural combine "agricultural light complementary" photovoltaic power plants, and forestry combines " forestry light complementary " photovoltaic power plant as well as a combination of traditional fishing " Fishing light complementary " photovoltaic power plants. In this paper, the current status and characteristics of China’s PV industry has been analyzed, "Fishing light complementary" PV project benefit evaluation system is established based on sustainable development theory, specific evaluation theory, analytic hierarchy process(AHP) and fuzzy evaluation method.From the economic, social and environmental, a series of representative quantitative and qualitative indicators is selected, "Fishing light complementary" photovoltaic project conducted a comprehensive benefit is evaluated, at the same time take Sheyang 20 MW " Fishing light complementary" photovoltaic power generation project as an example, through the use of specific data AHP calculated weight of each index, based on the results of the index weight calculation shows that the five most important indicators of economic indicators accounted for four, fully demonstrates the importance of the economic benefits for the construction of photovoltaic power plants, and environmental benefits, followed by the evaluation method combined with fuzzy comprehensive benefits of the project were evaluated, the final evaluation of the results of the evaluation of the project for the comprehensive benefit is excellent, especially in the evaluation of the results of the environmental benefits of the highest, fully reflects the prominent role of photovoltaic power generation project in improving the environment and energy conservation, and in social terms, in the long term photovoltaic power plants significant social benefits, but in the short term reflects not obvious, this is closely related to the photovoltaic power generation project in the country in the early stages of development.This paper consists of four parts. The first part includes the first chapter, the secon d chapter and the third chapter, which mainly states the research foundation of this pape r, including the background and the basic characteristics of the research subject. The se cond part, including chapter four and chapter five, is an overall analysis of basic theory of efficiency evaluation system for photovoltaic power plant. The third part includes th e sixth chapter, which introduces the analysis of a specific photovoltaic power plant wit h efficiency evalutaion methods mentioned in the secend part.
